한국과 같은 후발 산업국가의 괄목할 만한 경제성장 배경에는 발전국가모델에 따른 국가의 법적․제도적 지원이 있었다. 이에 따라 1970년대 중반 이후로 경제 성장이 집약적으로 추구되면서 노동집약적 산업에서 벗어나 자본집약적, 기술집약 적 산업부문에 역점을 두게 됐다. 그러나 국가가 투자재원을 전략산업에 집중투자 해온 한국의 발전전략은 과잉중복투자를 초래했고 단기외채의 급격한 유입에 따라 금융부문의 부실화가 심화됐다. 이에 따라 한국은 높은 투자율과 저축률, 재정균 형, 낮은 물가상승률, 소폭의 경상수지 적자를 특징으로 하여 비교적 건실한 경제 기초를 유지해 왔음에도 외환․금융위기에 직면하게 됐다. 특히 금융자유화가 발 전국가모델을 위협하는 계기를 마련함에 따라 한국은 전환의 기로에 놓이게 됐다. 한국에서 국가 역할의 전환은 1980년대 중반 이래로 추진됐지만 여전히 국가역 할은 중요한 의미를 갖고 있다. 국가는 역할을 철회하는 것이 아니라 적응성을 향 상시킴으로써 국민경제의 발전을 위한 지원을 지속적으로 수행하고 있다. 이러한 관점에서는 경제개혁도 국가역할의 재조정과정으로 파악된다. 따라서 국가역할의 전환은 금융시장을 안정시키고 기업을 지원하며 노동시장을 유연화시키는 것과 같 은 적응의 문제가 되는 것이다.
Abstract
The main question of the paper is what the role of the state demands a change in order to achieve development. Korea was integrated into the international division of labor and has taken advantage of the opportunity to industrialize with proper strategies. In this process of industrializing, the state performed a relatively broad range of roles leading and regulating the market. The state provided companies credit on favorable terms and tax benefits in order to drive exports. The transformation of the developmental state is neither an interventionist state nor a regulatory state. Instead, it follows a third alternative that satisfies both the need to form actual market principles and allows appropriate state intervention. In other words, deregulation is necessary but overall regulation is also needed to promote economic reform. Therefore, the transformation of the developmental state depends on blocking excessive state interference, while finding the appropriate level of state intervention.
