한국의 스포츠 도핑 방지 정책형성 과정에 관한 연구

본연구는 국제스포츠 경기에서 시작된 도핑검사 등도핑방지 정책이 어떤 문제로 인하여 국내의 사회문제가 되었는지,어떻게 국가적 정책 의제로 주목을 받았는지, 그리고 그 과정 속에 누군가의 정치적 영향력이 발휘되었는지를 Kingdon(1984)의정책흐름모형을 적용하여 분석하였다. 이 연구를 통해 나타난 정책적 함의는 네 가지 결론으로 나타난다. 첫째, 1988년 서울올림픽 이후 1990년대 국가대표 선수들의 반복적인 금지약물 적발 사건과 도핑 관리 감독 기관으로서 대한체육회의 사건 은폐의혹으로 대한민국이 약물 청정 국가라는 믿음은 깨지게 되며 국내 도핑방지 정책문제 흐름을 발생시킨다.둘째,국제스포츠계에서 세계도핑방지규약을 채택함에 따라 국가별로 독립된 국가 단위의 전담 기구를 설치함에 따라 정부는 정책대안으로서한국도핑방지위원회(KADA)를설립키로 한다.셋째,도핑 방지정책 형성의 주체가 스포츠조직 및기관에서 국가 중심으로 옮겨가는 국제스포츠계의 정치적 변화와 정부의 2014 동계올림픽 유치 열망이라는 정치적 흐름이 맞물린다.마지막으로 궁극적으로 세 가지 독립적인 흐름이 정책 선도자로서 정부의 동계올림픽 유치 열망이라는 점화장치로 인해 우연히 결합 됨에 따라정책의 창이 개방되고,최종 정책 산출물로 ‘국민체육진흥법’이개정되는 정책형성 과정을 확인할 수있다.
Abstract
This article explored how the anti-doping policy, such as doping control that started in international sports games, became a domestic social problem, how it attracted attention as a national policy agenda, and how someone's political influence was exerted in the process. It was analyzed by applying with the application of Kingdon(1984)’s policy stream framework. The policy implications of this study are presented in conclusions are as follow. First, after the 1988 Seoul Olympics, the repeated sanction of banned substances by national athletes in the 1990s and the suspicion of covering up the incident by the Korea Olympic Committee as a doping control and supervision body broke the belief that Korea is a drug-free country, and a flow of national anti-doping policy issues occurred. Second, As the international sports adopts the World Anti-Doping Code and establishes independent national organizations for each country, the government decides to establish the Korea Anti-Doping Commission as a policy alternative. Third, as a stream of politics, the change in the formation of anti-doping policy from sports organizations to the nation and the government's desire to host the 2014 Winter Olympics interact with each other. Finally, as the three independent streams are ultimately combined by chance due to the triggering point of the government's aspiration to host the Winter Olympics Games as a policy entrepreneur the window of policy is opened, and the policy formation process in which the 'National Sports Promotion Act' is revised as the final policy output.
