(목적) 우리나라는 지속적인 초저출산 현상으로 학령인구가 급격히 감소하고 있다. 이는 특히 지역을 중심으로, 학생 선수와 학교 운동부를 중심으로 운영되어 온 전문선수 양성시스템에 심각한 위기를 초래하고 있다. 본 연구는 현재 운영되고 있는 지역의 우수 선수발굴 사업을 중심으로 지방에서의 우수 선수 발굴의 한계와 과제를 탐색하는데 목적을 두고 수행되었다. (방법) 이를 위해 우수 선수발굴 사업 담당자를 중심으로 교사, 지도자, 학부모 등 다양한 이해관계자를 중심으로 심층 면담을 수행하여 자료를 수집, 질적 내용분석을 통해 자료를 분석하였다. (결과) 첫째, 지방의 학령인구 감소로 전문선수 인력풀이 감소함에따라 선수 수급의 어려움을 겪고 있으며 특히, 중소도시와 비인기 종목 중심에서 이러한 현상이 더욱 심화되었다. 둘째, 현재지방의 우수 선수발굴 체계에서 이해관계자의 공통된 인식이 매우 중요함에도 불구하고, 지방자치단, 교육(지원)청의 소극적 인식으로 인하여 합리적 운영이 어려운 것으로 나타났다. 마지막으로, 우수 선수발굴 사업의 가장 중요한 자원으로서 최전선에있는 지도자들의 수가 매우 부족한 것으로 나타났다. 특히 그들의 업무 가중, 열악한 처우, 전문성 결여는 추가적인 문제로 제기되었다. (결론) 본 연구는 초저출산 시대 지방의 우수 선수 발굴 사업이 지속 가능하고 효과적으로 운영될 수 있도록 정책적시사점을 제공하며, 향후 연구를 위한 기초자료로 활용될 수 있을 것이다.
Abstract
(Purpose) South Korea’s ongoing ultra-low birth rate has led to a sharp decline in the school-age population, posing a significant threat to the elite athlete development system, which depends heavily on student athletes and school sports teams, particularly in regional areas. This study explores the limitations and potential improvements in elite athlete scouting programs currently operating in local regions. (Methods) In-depth interviews were conducted with various stakeholders, including program managers, teachers, coaches, and parents. (Results)The key findings were as follows: First, the shrinking youth population has made it increasingly difficult to recruit elite athletes, particularly in small- and mid-sized cities and less popular sports. Second, despite the crucial role of stakeholder engagement in the success of regional scouting programs, the passive attitudes of local governments and educational offices have hindered effective operations. Finally, there is a severe shortage of frontline coaches, and additional issues such as excessive workload, poor working conditions, and lack of professional development have emerged as critical concerns. (Conclusions) This study provides policy implications to improve the sustainability and effectiveness of regional scouting programs amid demographic decline and provides a foundation resource future research.
