한일 외교ㆍ통상정책 50년: 대립과 협력의 프로세스 및 메커니즘

본고의 목적은 1965년 국교정상화 이후 한일 간 경제통상분야를 둘러싼 국내외 환경 변화, 교류와 협력의 성과, 양국 정부의 통상정책 전개과정을 중장기적 시각에서 재조명하는 데 있다. 특히 국제경제환경을 둘러싼 미국과의 관계 속에서 ‘한국의 대일 외교통상정책 vs. 일본의 대한 외교통상정책’의 변용을 비교분석하여, 한일 경제협력 50년사 속에서 외교통상정책을 둘러싼 대립과 협력의 프로세스 및 메커니즘을 상호주의적 관점에서 규명하고자 한다. 본고의 문제의식이자 검증가설은, 첫째, 한일 간 경제협력 이슈는 정치적 마찰과 어떤 연관성이 있는가, 둘째, 한일 양국의 산업별 국내외 경쟁구도와 한일 통상교섭에 관한 정책 선택에 있어서의 차이점과 공통점은 무엇인가, 셋째, 한일 통상정책의 다양한 차이를 설명할 수 있는 요인은 무엇인가이다. 국교정상화를 계기로 한일 외교통상정책은 ‘호혜적 상호주의’ 성격을 띠었으며, 미국과의 협력하에 한일협력의 기반을 구축하기 시작했다. 그러나 한일 간 다양한 정치적 요인이 작동하면서 ‘조건부 특정적 상호주의’가 우세하게 되었다. 이렇듯 한일 양국이 서로 강경정책을 실시할 경우 한반도의 군사적 긴장은 물론 경제적 대립으로 연계되어 충분한 협력과정이 전개되지 못했다. 최근 기로에 선 한일 외교현상을 극복하고 한일 경제협력을 강화하기 위해서는 ‘다자주의’의 활용이 필요하며, 정경분리 및 정책 성과를 고려하는 유연한 대일정책(호혜적 상호주의) 선택으로 효과적인 협력구조로 전환할 필요가 있다. 이와 동시에, 한일 FTA 재협상 등의 ‘제도적’ 협력기반 마련이 긴요하다.
Abstract
The purpose of this paper is to review the environmental change and the process of development of economic affairs between Korea and Japan since the normalization in 1965. By analyzing on a transition of two confronting diplomatic strategies, both Korean and Japanese, regarding the relationship with the U.S. under international economic environment, the mechanism of confrontation and cooperation in the last five decades of diplomatic politics between Korea and Japan is to be identified under the perspective of reciprocity. The research questions of this paper are: First, is there a causal relationship(separation or cooperation) between Korea-Japan economic cooperation and political conflict? Second, what is the difference and common in Korean and Japanese internal/external structure of industrial competition and on the selection of institution for Korea-Japan commercial negotiations? Third, which factor can explain the difference in diverse commercial negotiations between Korea and Japan?After the normalization in 1965, diplomatic politics between Korea and Japan initiated under the frame of ‘diffuse reciprocity’ to build a basis for Korea-Japan cooperation with the cooperation of U.S. However, as with diverse political-economical factors applied to Korea-Japan relations, ‘conditioned-specific reciprocity’ has overcome the diplomatic politics. For example, when two states enforce hawkish to each other, the tension extends not only as political escalation in Korean peninsula, but also links to the economic confrontation. To overcome these challenges in Korea-Japan diplomatic relationship, the transition into an effective cooperation model is needed by utilizing the multilateralism(international regime) and choosing much flexible diplomatic politics(diffuse reciprocity). Furthermore, the institutional background for the cooperation such as Korea-Japan FTA is needed.
