한중일과 ASEAN FTA(ASEAN+1)의 경제적 효과 분석

초록

연구목적: 본 연구의 목적은 아세안에서 한중일, 각 국의 FTA효과를 분석함으로써 한-아세안 FTA의 개선방안을 모색한다. 그리고 이를 바탕으로 향후 동아시아경제협력에 대비하여 메가 FTA의 효과를 증진시키고자 한다. 논문구성/논리: 본 연구는 일본 경제통상산업연구소의 무역자료(REITI-TID 2015)를 이용하여 한중일과 2000-2014년에 무역량이 많은 20개국을 선정하였다. 먼저 무역결합도와 무역보완도, 국별 편향도를 이용하여 무역특혜협정과 밀접한 관련이 있는 국별 편향도를 통해 FTA효과를 유추하였다. 중력모형을 통해 FTA효과를 세분화하여 수치화함으로써 구체적으로 분석하였다. 결과: 한중일과 아세안간 FTA체결 이후 한중일의 대아세안 수출비중과 시장점유율은 한국과 중국에서는 빠르게 증가하였으나 일본에서는 상대적으로 미미하게 증가하였다. 아세안의 수출비중과 시장점유율을 보면 한국과 일본에서는 일정하였으나 중국에서는 꾸준히 증가하였다. 국별 편향도를 살펴보면 한국은 FTA 발효 이후 빠르게 지속적으로 증가하는데 비해 중국과 일본은 미미하게 증가하고 있다. 아세안의 대한중일 국별 편향도는 일본과 달리 한국과 중국에서는 일시적으로 FTA효과를 보고 있다. 중력모형에 따르면 한국은 18.67%, 중국은 15.43%, 일본은 14.25%의 FTA에 의한 수출증가효과를 가지는 것으로 나타났다. 독창성/가치: 한중일의 경합시장인 아세안과의 FTA효과를 분석하는데 있어서 자의적인 판단에 의한 모형설정의 오류를 방지하기 위해 국별 편향도를 이용하여 분석하였고, 한편으로 중력모형에서 FTA효과를 세분화하여 분석하였다는 점에서 의의를 가진다.

Abstract

Purpose: This study analyzes the effects of ASEAN’s bilateral FTAs with Korea, China, and Japan, explores ways to improve the Korea–ASEAN FTA, and examines the effectiveness of the mega FTA in preparation for future economic cooperation in East Asia. Composition/Logic: This study selects 20 countries with high trade volumes with Korea, China, and Japan from 2000 to 2014 using REID-TID 2015 of the Research Institute of Economy, Trade, and Industry in Japan. First, it derives the effect of the FTA using a trade intensive index, trade complementarity index, and degree of special country bias, which is closely related to the trade preference agreement. The FTA effect is subdivided and quantified by the gravity model. Findings: After ASEAN’s bilateral FTAs with Korea, China, and Japan, both the export share and market share of Korea and China increased rapidly in ASEAN countries, but Japanese shares increased relatively little. ASEAN’s export share and market share were constant in Korea and Japan but increased steadily in China. Korea’s degree of special country bias among the three countries and ASEAN has rapidly increased since the FTA , while the degrees of China and Japan have increased only marginally. Unlike Japan, ASEAN has a temporary FTA effect in Korea and China. According to the gravity model, the FTA leads to an 18.67% export increase effect in Korea, a 15.43% increase in China, and a 14.25% increase in Japan. Originality/Value: This study adds to the literature on the effects of FTAs in two ways. We consider the degree of special country bias to avoid model specification errors by arbitrary decisions, and we analyze the effects of FTAs by subdividing them into three components in the gravity model.
