한·중·일 FTA에 따른 3국간 국제분업구조의 변화에 관한 연구

초록

범세계적인 지역주의 추세에 밀려나 있었던 동아시아 지역에서 2국간 또는 다국간 경제통합의 체결 움직임이 점차 가시화되고 있다. 이러한 과정에서 상호 밀접한 경제관계에 있고 지리적으로 최근접 거리에 있는 한국중국일본 3국간에 FTA 체결 논의가 본격화되고 있고, 또한 3국간 FTA의 중요성이 점차 증대되고 있다.이러한 배경하에서 본 연구는 한중일 FTA가 체결되어 관세장벽이 철폐되는 경우의 경제적 효과와 그 FTA체결이 3국간 국제분업구조에 어떠한 영향을 미치는가를 분석하는 것을 목적으로 하였다. 이러한 목적을 달성하기 위하여 본 연구는 한중일 3국의 무역구조 개황, 그리고 주요 6개산업의 무역구조 및 국제경쟁력을 비교분석하여 3국간 국제분업구조의 특징을 제시하였고, GTAP 모형을 이용하여 한중일 FTA 체결의 GDP산업생산무역에 대한 경제적 효과를 추정하였으며, 이러한 연구결과를 바탕으로 하여 FTA 체결이후 예상되는 한중일 3국간 국제분업구조 변화를 분석하였다.본 연구의 결과가 한국경제에 주는 정책적 시사점은 다음과 같다. 첫째, 일본의 경우에 있어서는 한중일 FTA로 일본기업에 의해 타격이 예상되는 제조업의 피해 및 대일무역적자를 최소화하기 위하여 신속하고도 과감한 산업구조정과 기술개발이 필요하다.둘째, 중국의 경우에 있어서는 중국은 한국 수출의 최대 경쟁국이라는 점과 거대한 이머징 수입시장이라는 두가지 측면으로 접근하여야 한다. 셋째, 한중일 FTA 체결에 대비한 3국간 경제협력의 강화 및 적극적인 통상정책의 추진이 요구된다. 한중일 3국 주요 산업의 국제경쟁력 격차가 점차 좁혀지고 있을 뿐만아니라, 상호간 교역 및 투자 의존도가 점차적으로 증대되고 있다. 이것은 한중일 3국의 산업구조가 상호 보완적으로 재편되고 있음을 의미하며, 3국간 FTA의 실효성이 점차 높이지고 있음을 시사하고 있는 것이다.

Abstract

This study purposed to analyze economic effects and the effects of FTA of Korea, China and Japan on their international division of labor when tariff restrictions are lifted among them by the conclusion of FTA. For this purpose, this study presented the characteristics of international division among the three countries by analyzing the three countries' international trade and their trade structure and competitiveness of six major industries, and estimated economic effects of FTA of the three countries on their GDP, industrial production and trade. Based on the findings, additionally, it analyzed the change of international division among Korea, China and Japan expected after the conclusion of FTA.Based on the results of this study the researcher make suggestions as follows concerning Korean economic policies.First, in connection to Japan, prompt and decisive industrial restructuring and technology development are required to minimize damage in manufacturing industries, which are expected to suffer the heaviest loss from FTA of Korea, China and Japan, deficit in trade with Japan.Second, in connection to China, the country is the largest competitor as well as the greatest emerging market for Korean exporters. Thus policies related to China should consider the two aspects.Third, the three countries need to strengthen their economic cooperation and pursue active trade policies in preparation for the conclusion of FTA of Korea, China and Japan.
