시민적 가치 규범에 대한 청소년의 태도 분석: 시민성 함양을 위한 학교 및 가정환경 내 지원 방향 탐색

본 연구의 목적은 청소년 정치참여 증진을 위한 사회 제도적 변화에 따라, 청소년의 시민성 함양을 위해 필요한 학교 및 가정 내 지원 방향을 탐색하는 것이다. 이를 위해 시민적 가치 규범에 대한 학교급별 청소년의 태도 양상과 학교 안팎 정치참여 경험과 학교 및 가정 학습 환경이 청소년의 시민적 가치 규범 태도에 미치는 영향을 실증적으로 분석하였다. 주요 분석 결과는 다음과 같다. 첫째, 시민적 가치 규범(참여, 자율, 연대, 평등, 사회질서, 애국)에 대한 청소년의 태도는 대체로 긍정적임을 확인하였다(사회질서 및 참여 규범 제외). ‘참여’에 대한 태도는 초·중·고 집단 모두 소극적인 한편, 모든 집단에서 ‘정의 지향적 시민’, ‘책임 이행적 시민’, ‘참여적 시민’ 순으로 비율이 높았다. 둘째, 학교 안팎의 정치참여 경험은 애국 가치 규범을 제외한 시민적 가치 규범 태도에 긍정적 영향을 미치는 것으로 확인되었다. 특히, ‘참여’와 ‘평등’은 학교 안팎 활동 모두에 영향을 받았다. 셋째, 학교의 학습 환경은 시민적 가치 규범에 모두 유의한 영향을 미쳤으며, 가정의 학습 환경 또한 대체로 영향을 미침을 확인하였다. 이와 같은 결과에 근거하여 본 연구는 청소년 시민성 함양을 위해 학교 및 가정에서 필요한 지원으로 다양한 정치참여 활동 기회 확대와 정치·시민교육 문화 정착의 중요성을 제안하였다. 청소년이 ‘참여적 시민’으로 성장할 수 있도록, 학교와 가정은 ‘참여’와 ‘자율’의 가치 규범 강화에 초점을 맞춘 정치·시민 교육을 제공하며, 시민 성장의 학습 장이자 리빙 랩으로 역할 하는 것이 필요하다.
Abstract
This study's primary goal is to examine how support within schools and homes can be directed to enhance political participation among adolescents and nurture their citizenship in response to societal and institutional changes. The study empirically analyzed adolescents' attitudes toward civic norms across different school levels to achieve this objective. It also investigated the effects of their experiences in political engagement within and outside the school environment and the influences of the learning environments within schools and homes on adolescents' attitudes toward civic norms. The key findings of the analysis are as follows. First, adolescents generally approved of civic norms such as autonomy, solidarity, equality, and patriotism, while norms of social order and participation were undervalued. In addition, across all elementary, middle, and high school groups, the majority tended to be identified as justice-oriented citizens, followed by responsibility-oriented and participatory citizens. Second, experiences of political participation within and outside the school positively affected attitudes toward most civic norms except for patriotism. In particular, both norms of participation and equality were influenced by activities both within and outside the school. Third, the learning environment within schools significantly impacted the attitudes toward all civic norms, while the learning environment at home did partially. Based on these findings, this study emphasized the importance of expanding various opportunities for political participation activities and establishing a culture of political and civic education in schools and homes to foster adolescent citizenship. For adolescents to grow into participatory citizens, it is suggested that schools and homes should provide political and civic education with a focus on strengthening the values of participation and autonomy. Schools and homes must serve as learning environments and living labs for civic growth.
