Abstract
This paper examines the role of factor substitution and input biased technical change in the evolution of employment structure for 14 Korean industries from 1986 to 1999 by measuring a long term cost function including educated workers, less educated workers, IT capital, and non-IT capital. Measuring various elasticities of substitution, we find that educated workers and less-educated workers are highly substitutable. We also find that IT capital is more substitutable for educated workers than for less-educated workers in the Korean industries. This shows a sharp contrast to earlier studies, which conclude that IT and educated workers are complementary with each other. The estimated input biased technical change suggests that labor-saving technical change has been strong, particularly for less-educated workers. Decomposition of the relative growth of educated workers shows that more than 50 percent of the relative growth in the demand for educated workers are explained by the factor substitution.
