Abstract

Since the 1990s, Korean economy has moved to service industry and educational wage discrepancy has been widened. To analyze the determinants of educational labor demands, labor was divided into high-educated() and low-educated labor() based on human capital theory. The Cobb-Douglas function, with physical capital(K), , and , was assumed and educational labor demand’s functions, including output(Q), globalization(G) and technological progress as exogenous variables, were induced. The factors affecting educational labor demands in Korea's three major industries (manufacturing, construction and financial industries) were compared and empirically analyzed. As a result of the estimation in terms of three major industries, the following commonalities and differences were found. First, the structure of educational labor demand market is changing, influenced by exogenous factors such as production volume, technology change, and globalization rather than the relative price of production factors. Second, the increase (decrease) in production had the greatest effect on the demand for high-educated and low-educated labor in the construction industry. Technological progress had the greatest crowd-out effect of low-educated labor in the manufacturing industry and the employment increase effect of high-educated labor in the financial industry. Third, globalization had an employment increase effect onf low-educated and high-educated labor in the manufacturing industry and on high-educated labor in the financial industry, but it has not significantly affected the educational labor demands in the construction industry. Based on these research results, the following implications for employment in major Korean industries are provided. First, government policies or corporate strategies through changes in factor relative prices are bound to be limited because the impact on educational labor demands is insignificant. Second, due to technological progress, the manufacturing industry needs to manage corporate labor according to the crowd-out effect of low-educated labor. On the other hand, in the financial industry, labor education and training programs are needed at the corporate level and human resource development policies at the government level to prepare for the employment increase effect of high-educated labor due to technological progress and globalization. Third, since the construction industry is sensitive to the economy, an employment stabilization strategy is needed to prepare for the economic recession.
