Abstract

This study attempts to develop a new approach to inter-Korean economic cooperation and frame a productive debate on the issue. For these purposes, it first deconstructs and revisits the previously presented values of inter-Korean economic cooperation, based on which its significance is reconstructed. Second, the study reviews the foundation of inter-Korean economic cooperation in reality, given that inter-Korean economic cooperation should be designed for the future. Specifically, the study predicts what orientations North and South Korea will likely take concerning their respective economic policies. It then examines the concrete areas of cooperation, and further diagnoses whether such cooperation has potential to serve as a new growth engine for both Koreas and what will be the grounds for the inference. Three categories of measures are needed for progress in humanitarian cooperation in the future. First, South Korea should develop active measures that could attract North Korea's participation in a project more beneficial to South Korea. Secondly, both South and North Korea are mutually beneficial, but in the event of difficulties in North Korea, South Korea should actively step up and proceed with the project. Finally, it has to need efforts to minimize security impacts on humanitarian cooperation and to develop symbolic cooperation projects between South and North Korea, North Korea and the United States.
