Abstract
High-tech computers and the widespread availability of the internet have reaped benefits but also threats to national security, social infrastructure, and core trade secrets in companies. As a result, countries are seeking technical and systematical countermeasures against cyber attacks. Recently in 2012, for instance, the U.S. Senate passed the “Cyber-Security Bill,” and the “International Criminal Tribunal for Cyberspace” is considered a necessary international countermeasure against cyber-crimes. However, detecting and prosecuting hackers is difficult and it is nearly impossible for companies to have perfect cyber-security systems. It is reasonable to incorporate six phases in cyber defense operation frameworks: extraction of digital bread crumbs, classification and analysis of attack groups, prediction, and reaction. But not only are the detection of cyber-crimes and harsh sanctions necessary, companies should keep effective cyber security systems according to the level of importance of each trade secret through administrative regulations. Cyber-security systems must be capable of monitoring and surveillance, hardening targets, survivability and recovery, and quick reaction against hackers.
