Abstract

In simple plurality rule system(first-past-the-post voting method, FPTP) the single winner is the person with the most votes (plurality); there is no requirement that the winner gain an absolute majority of votes. We are adopting this system in presidential and general election. This system has characteristics which are simple, clear because of only 1 time voting. However FPTP also has fatal faulties such as deficiencies of representativeness. This rule is not consistent with the principle of democracy. Democracy is a form of government in which all eligible citizens have an equal say in the decisions that affect their lives. but simple plurality rule system responses on relative plurality which is as a matter of fact minorities. This system is unconstitutional because this is not democracy. This article considers absolute majority rules, which require the affirmative vote of a majority of all those eligible to vote in the institution. In Absolute majority system, there are two-round system, Instant-runoff voting (IRV), also known as the alternative vote (AV), and Supplementary Vote. I suggest Supplementary Vote for electing the president and representative. Under the Supplementary Vote, voters express a first and second choice of candidate only, and, if no candidate receives an absolute majority of first choice votes, all but the two leading candidates are eliminated and the votes of those eliminated redistributed according to their second choice votes to determine the winner. The Supplementary Vote is currently used in all elections for directly elected mayors in England, including the Mayor of London.
