Abstract

Cicero provides information as to what did the Roman elite think of the Roman imperial expansion or imperialism. While greek Polybios described the Romans as warlike people who pursued firmly the dream of empire, in Cicero’s works remarkable was the justification of imperialism which praised Roman imperial expansion, asserting the Romans gained empire as a result of defending allies. Cicero’s these statements became the bases on which modern scholars advanced ‘defensive imperialism’. However Cicero was well aware of the roman imperial rule that exploited the subjects of provinces, and criticized it. Cicero, ex-governor of Cilicia, presented himself as an exemplary governor who paid attention to the subjects’ interest, and stressed to redress injustice committed to them. Carneades’ debate, re-discussed by Cicero, introduced controversy among the roman elites over how just was the rule of empire? In the mouth of Laelius, Cicero asserted that roman rule of empire was justified by natural law. At the same time, Cicero emphasized the rule of Rome should treat all the subjects justly. Cicero’s discussion on natural law not only justified empire but also supplied grounds for criticizing it. Cicero’s idea of empire had a strong influence on Vergilius.
