북한 무역 제도의 역사적 전개에 대한 일고찰－근대 유럽의 경험에 비추어－

경제제도의 변화는 강제력을 제약하는 제도와 계약을 강제하는 제도의 성격, 그리고 이 제도들과 관련된 정치 행위자와 경제 행위자의 관계로 파악될 수 있다. 강제력의 제약 정도는 재산권 보호 수준을 결정하고, 계약을 강제할 수 있는 공적 질서의 발달 정도는 시장의 범위를 결정한다. 근대 유럽의 경제사는 경제 주체의 재산권을 보호하고 계약을 강제할 수 있을 만큼 강하지만, 동시에 재산권과 계약을 임의로 침해할 만큼 강하지는 않은 권력 기구가 만들어질 수 있는 조건과 동학을 잘 보여준다. 이러한 틀에서 북한의 현재 경제 제도는 독점 강제력과 최소 행정력을 토대로 하는 계획경제이자, 공적 질서와 사적 질서에 의한 계약 강제가 공존하는 상태이다. 김정은 정권 이후 북한은 경제주체의 권한을 보장하고 경제활동을 활성화시키기 위한 공적 질서를 구축하는 방향으로 변화하고 있다. 현재의 제도화 수준만으로도 북한의 재정수입이 지속적으로 증가한다면 북한 당국은 강제력을 기반으로 시장을 관리하면서 경제력을 갖춘 집단의 성장을 통제하고자 할 것이다. 그러나 북한 당국이 지속적으로 재정압박에 시달린다면 선택은 달라질 수 있다. 강제력을 가진 북한 당국과 경제력을 가진 주체의 이해관계가 일치하여 공생하는 제도로 변할 수도 있고, 강제력과 경제력이 분화되어 서로를 견제하는 제도로 나아갈 수도 있다.
Abstract
We can understand the change of economic system with both the characteristics of two institutions, coercions constraint institution (CCI) and contract enforcement institution (CEI), and the conflicts between political agents and economic agents. The levels of CCI determine the level of property rights protection and the degrees of public order to enforce contracts determine the extent of the market. Modern european economic history demonstrates the conditions and dynamics that make it possible to create a powerful authority that is strong enough to protect the property rights of economic agents and to enforce contracts, but not strong enough to arbitrarily violate property rights and contracts. In this framework, the current economic system in North Korea is a planned economy based on monopoly of coercive power, minimum administrative power, and coexistence of public and private order for contracts enforcement. Since Kim Jong Eun regime, North Korean authorities seem to shifts their objectives toward establishing a public order to strengthen the powers of economic agents and to vitalize their economic activities. With the current institutions if North Korea's financial revenues would steadily increase, North Korean authorities will want to control the growth of economic power groups by managing the market with coercion. However, if the North Korean authorities continue to face financial pressure, their choices may change. The interests of the North Korean authorities with the enforced power and of the economic agents could be coincided then they become symbiotic, or the coercive power and the economic power could be separated enough to check each other.
