러시아의 ‘확장된 유라시아 파트너십’ 개념과 중러 협력

2022년 2월 러시아의 우크라이나 침공으로 시작된 유라시아 지각변동은 포스트코로나 이후 펼쳐질 세계질서 재편의 서막을 열었다고 보겠다. 2000년대 들어오면서 러시아는 국제사회에서 러시아의 위상을 강화하고 미국의 헤게모니에 능동적으로 대처하기 위하여 러시아적 가치를 전면에 내세우면서 다자주의적 국제질서를 추구하고 있다. 러시아의 지경학적 개념인 ‘확장된 유라시아 파트너십(Greater Eurasian Partnership)’은 러시아의 국제정치 지위와 연결된 개념으로 크렘린의 대외경제전략과 국제 정체성에 긴밀하게 연결되어 있다는 것을 보여주는 대표적인 전략 개념이다. GEP 개념 안에는 범유라시아통합을 추구하는 유라시아주의가 녹아들어 있으며 유라시아경제연합기구가 유라시아통합 플랫폼으로 작동하고 있다. 본고에서는 러시아가 추구하는 상생과 공영의 GEP가 중국과 어떻게 조화롭게 구성되며, 현하 진행되는 국제질서의 재편과 국제환경의 변화 속에서 어떻게 확장되어 갈지 예측해 본다.

Abstract

The tectonic shift in Eurasia, which began with the Russian invasion of Ukraine in February 2022, can be seen as a prelude to the reorganization of the world order that will unfold after the post-coronavirus. Entering the 2000s, Russia has been pursuing a multilateral international order by putting Russian values ​​to the fore in order to strengthen Russia’s status in the international community and to actively respond to US hegemony. Russia’s geoeconomic concept, ‘Greater Eurasian Partnership’, is a concept linked to Russia’s international political status and is a representative strategic concept that shows that it is closely linked to the Kremlin’s external economic strategy and international identity. Eurasianism that pursues pan-Eurasia integration is melted in the GEP concept, and the Eurasian Economic Union is operating as a platform for Eurasian integration. In this paper, we predict the future: How Russia’s pursuit of win-win and co-prosperity GEP will be harmoniously composed with China, and how it will expand amid the ongoing reorganization of the international order and changes in the international environment.
