우리나라의 혁신체제는 중앙정부 주도로 진행되어 왔으며 이는 연구개발 자원의 투자와 그 지역적 특성에 영향을 미쳐왔다. 중앙정부 주도의 공공부문 연구개발 활동은 국가의 전략적 의도에 따라 연구개발 자원이 특정 지역에 집중되고, 지역 내 연계보다는 다른 지역과의 연계가 더 중요한 특징으로 나타날 수 있기 때문이다. 본 논문에서는 국가연구개발 사업의 지역화 과정에서 나타나는 이런 특징을 분석하고자 한다. 분석에 사용된 자료는 1994년과 2004년의 SCI 논문 공동연구 자료이며, 사회네트워크분석(Social Network Analysis) 기법을 사용하여 분석하였다. 분석결과 1994년을 기준으로 서울과 대전이 우리나라의 지역 간 지식네트워크의 중심적 위치를 차지하고 있으며 나머지 지역에서는 광역권 단위에서의 연계가 미약한 것으로 나타났다. 그러나 2004년에는 서울과 대전에 이어 경기도가 네트워크의 중앙에 진입하고 수도권과 호남권에서 광역권 단위의 연계가 형성 및 강화되는 것으로 나타났다.
Abstract
The national innovation system in Korea was initiated by the central government, which has influenced R&D investments at the national level and their outcomes at a regional level. National priorities have concentrated national R&D investments in a few regions, resulting in other regions' strong dependence on those regions and weak intra-regional networks. This article investigates the characteristics and processes of regionalization of national R&D investments. Data about the co-authors are from Science Citation Index (SCI) in 1994 and 2004 and were analyzed by Social Network Analysis (SNA). In 1994, Seoul and Daejeon held the central position in knowledge networking at the national level when intra-regional networks within the five large regions of the Capital, the South-east, the South-west, etc., hardly existed. In 2004, Kyonggi Province joined the dominant centers of the knowledge network that includes Seoul and Daejeon, and intra-regional networks started to emerge and develop, especially in the Capital and the South-western regions.
