충북 IT산업 지식 네트워크의 구조적·공간적 특성과 함의: 대학의 공동연구개발 프로젝트를 중심으로

이 연구는 충북에 소재한 대학이 체결한 IT산업의 공동연구 프로젝트에 관한 자료를 기반으로 지식 네트워크의 구조적·공간적 특성을 동태적으로 고찰하였다. 2005년부터 2008년까지 4년도의 자료를 분석하였으며, 방법론적 측면에서 사회 네트워크 분석기법을 활용하였다. 실증분석 결과에 따르면, 충북 IT산업 의 지식 네트워크는 141개의 기관이 155개의 링크를 형성하고 있고, 평균적으로 2.478단계에 걸쳐 참여기관 모두가 연계되는 구조를 이루고 있다. 참여기관의 공간적 분포는 충북(27.0%)보다 서울(31.2%)의 비중이 높았고, 광역권 측면에서도 충청권(44.0%)에 비해 수도권(50.4%)의 비중이 더 컸다. 네트워크의 허브는 충북대학교이며, 연결 중앙성이 높은 산업체는 대부분 충북에 소재하는 반도체 기업이다. 2005년부터 2007년까지의 자료를 연차별로 나누어 살펴보면, 등락이 있기는 하나 시점과 기점 기준으로 링크 수가 22.7% 늘어나고 분절 되어 있는 네트워크가 통합되어 나타난 바, 전반적으로 네트워크의 규모와 활성화 정도는 증가하였다고 볼 수 있다. 이 과정에서 충북에 소재한 기관 사이의 연계가 증대되는 한편 네트워크 전체의 중심도는 낮아졌다. 이러한 분석 결과는 지역정책 측면에서 첫째, 특정기관으로 집중하는 현상이 완화되더라도 네트워크가 성장할 수 있으며, 둘째, 지리적으로 연접하고 정서적으로 동질적이라고 해서 기관 사이의 네트워크가 자연히 형성되는 것은 아니라는 함의를 제공한다.

Abstract

This research examines structural and spatial characteristics of knowledge network derived from the IT joint research projects in Chungbuk-based universities dynamically. The basic data cover 4 years from 2005-2008 and the analytical methods depend on the social network approaches. After empirical experiments, this study finds that 141 organizations form 155 links and they are interconnected each other after about 2.478 stages. In terms of spatial distribution, the number of Seoul-based organizations (31.2%) is higher than that of Chungbuk (27.0%). The same trends are observed in the regional dimension. The number of the Capital Region-based organizations (50.4%) outruns that of Chungcheong Region (44.0%), whose jurisdiction includes Chungbuk Province. Chungbuk National University plays a role as its network hub and semi-conductor companies mostly located in Chungbuk Province yield high degree of interconnectedness. Judging from the annual records, even though ups-and-downs are observed, their network sizes and activities have increased as their link has enlarged 22.7% and several disconnected network segments have been reintegrated during the research period. These trends reflect the fact that the degree of interconnectedness in Chungbuk-based has been rather strengthened, whereas the value of centrality has been lowered. These results firstly imply that the network can grow by itself even if the centrality is confined to couples of organizations. It also provides the policy implication that inter-organization knowledge network cannot be naturally formed even if they are geographically interconnected and/or socio-culturally share similar norms.
