전자정부 추진에 있어 핵심이라 할 수 있는 행정개혁과 관련해 본 연구는 ICT가 행정개혁의 대상으로 인식되는 레드테이프에 어떤 영향을 미치고 있는지 측정하고자 공무원 300명을 대상으로 설문조사를 실시하였다. 분석 결과 ICT는 레드테이프를 직접적으로 감축하지는 못하였으나 조직의 행정업무 개선에는 긍정적인 역할을 하는 것으로 나타났다. 그러나 ICT는 레드테이프의 원인으로 작용하는 행정업무 및 일부 외부통제 요인을 촉진시켜 결과적으로 레드테이프를 증가시킬 수도 있는 것으로 밝혀져 실제 정책에 반영 시 주의가 필요하다고 볼 수 있다. 따라서 ICT를 통해 레드테이프를 감축하기 위해서는 행정업무에 대한 개혁이 선행되어야 하고 그 과정에서 제 기능을 하지 못하는 규정 및 절차를 제거함이 바람직할 것으로 사료된다. 본 연구는 레드테이프와 행정업무 간 개혁의 선후관계를 파악할 수 있는 계기가 되었으며 이는 향후 우리정부의 전자정부 추진 정책에 방향성을 제시할 수 있을 것으로 기대된다.
Abstract
The reform of administration has been a hot issue as the propulsion of Electronic Government going further lately. This study aims to find out the influence of ICT on red tape in public sector. The result of this study suggests that red tape should not be regarded as just a bureaucratic pathology, but a indispensable factor on which the job is carried out. Accordingly, only the rules and procedures which do not function properly should be removed during the process of administrative reform. Also the adoption of ICT has to be cautioned, since it has an effect not only to reduce but also sometimes to increase red tape by incurring external control. This study provides the momentum for further discussion that the causal relationship between red tape and ICT in which the external control has an important role during the job process. In addition, the results this study is expected to provide future direction of Electronic Government.
