정치･경제･사회적 유사성이 협력 거버넌스 형성에 미치는 영향: ERGM 분석을 중심으로

초록

이 연구는 선행연구들이 협력 거버넌스에 영향을 미치는 요인을 주로 참여자들의 내재적인 요인에서만 찾고 있다는 점에서 일정한 한계를 갖는다는 점을 지적하고, 지방정부들 간의 정치.경제.사회적 유사성 혹은 상이성과 같은 관계적 속성이 협력에 미치는 영향을 검증하기 위해 지방정부 간의 상호작용을 새로운 분석단위로 한 네트워크 분석을시행하였다. 특히, 미국 대도시 지역 내의 지방정부들 간의 지역경제개발을 위한 협력네트워크 관계를 ERGM 분석방법을 통해 분석함으로써 지방정부의 정치.경제.사회적 속성과 이의 유사성이 협력관계의 형성에 미치는 영향을 검증하였다. 분석의 결과, 지방정부의 인구규모의 유사성, 상위행정구역에서의 유사성, 지리적 근접성, 협력관계로의 인식 등이 협력네트워크 관계 형성에 중요한 역할을 하는 것으로 나타났다. 즉, 협력 거버넌스의 형성에 있어 지방정부들간의 유사한 환경은 중요한 촉매제로 작용할 수 있음을확인할 수 있다는 것이다.

Abstract

This research attempts to investigate how similarity in political, socio-economic, and geographical aspects of local governments affect interlocal collaborative networks. In order to test homophily hypotheses, this study applies Exponential Random Graph Model (ERGM) and analyzes the configuration of collaboration among local jurisdictions in the Orlando Metropolitan Area. The results demonstrated physical, socio-economic, political, and geographical similarities play crucial roles in establishing collaborative relationships among local governments. It suggests that it is more natural for local government to choose other local governments which have inherently similar conditions as a collaborative partner than intentionally making a cluster with diverse and different ones. Similarity may be the important factor which can increase synergy effect for regional economic growth.
