지방자치단체 경제개발 네트워크 역량의 결정요인

초록

이 연구는 오늘날 그 중요성이 부각되고 있음에도 불구하고 간과되었던 자치단체의 경제개발 네트워크 역량에 대한 외생적 요인의 영향을 경험적 연구를 통하여 체계적으로 분석하고 네트워크 역량을 제고시키기 위한 정책적 함의를 제시하는데 그 목적이 있다. 분석결과에 따르면, 자치단체의 지역개발 네트워크 역량에 대한 영향요인은 네트워크 역량의유형에 따라 뚜렷하게 차이점을 보였다. 내적네트워크 역량은 업무 효율성과 목표지향적인 정책/전략의 구체화가 중요하기 때문에 자치단체들의 정책·전략의 구체성과 체계화,효율적 업무추진과 절차 같은 제도적 요인들이 중요하게 영향을 미친다는 것을 알 수 있었다. 그리고 수직-외적네트워크 역량에서는 지역경제상황이나 지역개발사업 활성화 같은경제적 특성이 많은 영향을 미치는 것으로 나타났다. 이것은 기초자치단체의 지역개발이중앙정부나 광역자치단체에 재정적·정책적으로 의존적인 현실을 반영한 것으로 판단된다. 마지막으로, 수평-외적네트워크 역량은 인근자치단체, 기업, 비영리조직과 관계에서나타나는 갈등과 협력, 이해관계문제 해결 등이 중요하기 때문에 지역주민조직과 지방의 회의 지지 같은 정치적 특성이 중요하다는 것을 알 수 있었다. 자치단체의 정책결정자와실무자들은 네트워크 역량의 중요성에 대한 인지가 미흡했을 뿐만 아니라 섬세한 고려없이 포괄적·무차별적으로 고려했던 것이 현실이다. 그러나 이 연구는 네트워크 역량을 일괄적으로 접근할 것이 아니라 유형에 따라 영향요인들을 전략적·차별적으로 고려하는 미시적 접근의 필요성과 이러한 접근을 통하여 네트워크 역량을 효율적으로 개발하고 관리할 것을 제언한다.

Abstract

This study explores how external factors of local governments influence theirnetwork capabilities, and suggests policy implications to facilitate networkcapabilities, which have been significant but overlooked in existing studies. According to analytical results, influential factors on network capabilities aredifferent depending on types of network capabilities. Internal network capabilityis dominantly influenced from institutional factors such as systematization ofpolicy·strategy and efficient processes and implementation. In addition,vertical-external network capability is impacted from economic factors such aseconomic condition and local development project activation which are likely tobe dependent on financial·policy support of the central government andmetropolitan governments. For horizontal-external capability, political factorsare statistically significant because of cooperation and conflict among severalinterest groups and interests bargaining. Decision makers in fact haveconsidered network capabilities uniformly without careful analyses, and evenhave not recognized the significance of network capabilities. This resultssuggests that systematically considering these distinctions and commonalities ofinfluential factors on network capabilities, local decision makers need tostrategically manage and develop network capabilities.
