본 연구는 사회연결망 분석기법을 활용하여 재난 상황에서 형성되는 지역 간 협력 네트워크의 구조적 특징과 네트워크상에서 주요한 행위자로 나타나는 지역을 탐색하였다. 연구방법으로는 먼저 동원된 자원의 유형을 기준으로 네 가지의 사회연결망 행렬을 계산하였으며, 각 네트워크 모델별 중요 노드를 식별하기 위해 연결정도 중심성, 근접 중심성 및 매개 중심성을 측정하였다. 마지막으로 광역 단위의 협력 네트워크를 시각화하고, 재난 협력 네트워크에서 광역지방자치단체의 역할을 분석하였다. 2020년 7월부터 9월까지 발생한 호우 및 태풍 시기에 형성된 지역 간 협력 네트워크를 분석한 결과, 지역들은 재난 상황에서 다양한 파트너십을 형성하는 것보다는 소수의 대상과의 관계 형성에 중점을 두는 것으로 나타났다. 또한, 불확실성이 높은 상황에서는 직접적인 연결 관계를 선호하는 것으로 나타났다. 자원의 유형과 지리적 거리는 협력을 촉진하는 데 영향을 미치는 변수인 것으로 나타났다. 가령 구호품･기부와 같이 보유하고 있는 양이 많고 지원 방식이 용이한 자원일수록 협력관계가 쉽게 형성되는 것으로 나타났으며, 협력대상을 선택할 때는 가까운 지역을 선호하는 경향이 있는 것으로 나타났다.
Abstract
This study used social network analysis techniques to explore the structural characteristics of inter-local collaborative networks formed during disaster situations, as well as to identify regions that emerge as key actors within these networks. The research methodology involved the calculation of four social network matrices based on the types of mobilized resources. To identify prominent nodes in each model, measures such as degree centrality, closeness centrality, and betweenness centrality were employed. Lastly, the collaborative networks at metropolitan administrative level were visualized and analyzed to identify the role of metropolitan governments in disaster situations. The analysis of inter-local collaborative networks formed during heavy rainfall and typhoon incidents from July to September 2020 revealed that regions tended to strengthen relationships with a small number of key partners rather than establishing various partnerships. Moreover, they preferred to form direct relationships in high-uncertainty situations. The type of resources and geographical distance were identified as variables influencing collaborative relationships. For instance, it was found that collaborative relationships were easily formed for resources with a large amount of possession or easy support, such as relief supplies or donations. Additionally, there was a tendency to prefer nearby regions when selecting collaboration partners.
