한국에서는 임기 말 대통령의 권력누수에 관한 말은 많았으나, 실제적인 연구가 활발히 전개되지 못했고 아울러 체계적인 연구조차 없었다. 그리고 통계적으로 이러한 현상을 증명하거나 명확하게 정의를 내린 연구자료 또한 많지 않다. 그래서 본 연구는 “한국 대통령의 레임덕 현상에 관한 연구” (이옥근, 2002)에서 노태우, 김영삼, 김대중 대통령의 레임덕 현상을 분석한 사례에 이어서, 노무현 대통령의 레임덕 현상을 연구의 연장선에서 분석하였다. 대통령의 레임덕 현상을 증명하기 위해, 대통령의 권력누수 현상을 대통령의 리더십 약화 현상과 동일한 개념으로 분석했는데, 이는 대통령의 통치권력 약화는 다시 말해 대통령의 리더십 약화라는 개념으로 재해석되어 질 수 있기 때문이다. 레임덕 현상을 증명하기 위해서 실제적으로 측정 가능한 지표를 선정하여 레임덕 현상을 분석 하였다. 마지막으로 기존의 역대 대통령의 레임덕에 관한 이옥근(2002) 연구와 상호 비교해 보았다.
Abstract
In South Korea, many say that at the end of the term of office of the President there is a gradual loss of power, however, there has not been any systematic research, as well as empirical studies of the issue. Furthermore, to prove this phenomenon, there has not been much in the way of statistical studies or clearly defined data. Thus, this study analyzes the practices in the lame duck phenomenon of the Republic of Korea (ROK) Presidents Roh Tae-woo, Kim Young-sam, and Kim Dae Jung, as in "A study of the lame duck phenomenon during the Presidency in South Korea" (Yiokgeun, 2002), and furthermore analyzed the lame duck phenomenon of President Roh Moo-hyun in a further study of the issue. To prove the lame duck phenomenon of the ROK President, I analyze the loss of power of the ROK President with the same concept and weakening of leadership of the President. Hence, the gradual loss of power of the President can be another aspect of the concept of the weakening of leadership as evidenced by the President's speeches. Furthermore, there was a selection of measurable indicators to study and analyze the lame duck lame duck phenomenon of the ROK Presidents. Finally, the study is also a comparison of other previous lame duck ROK Presidents.
