정책의제설정에서의 정부의 역할: 산업보호와 집단주의가 미치는 영향

이 글에서는 정책의제설정 과정에서의 정부의 역할에 영향을 미치는 요인으로 산업보호와 집단주의를 중심으로 이론적 논의와 실증 분석을 진행하였다. 한국은 정부주도적 발전국가의 역사적 경험을 시민들이 공유하고 있으며, 산업보호 분야에 대한 정부의 역할에 대한 기대가 있다. 또한, 서양에 비해서 집단주의 문화가 강한 한국인의 특성은 공동체의 이익이라는 상위 가치를 추구하고, 이를 실현시킬 주체로서 정부의 역할과 연관되어 있다. 이를 기반으로 산업보호와 집단주의가 정부의 역할에 미치는 영향을 시민인식조사를 바탕으로 실증분석하였다. 회귀분석결과 산업보호와 집단주의는 모두 정부의 역할을 증가시키는 것으로 분석되었으며, 서열로짓과 로짓분석에서도 결과는 안정적으로 유지되었다. 또한, 아시아 지역 국가들 중 한국은 상대적으로 정부의 역할, 산업보호, 집단주의의 인식이 높은 것으로 분석되었다. 시민사회의 발달과 민주주의의 공고화로 정부 주도의 정책의제설정은 시민의 기대와 동의라는 전제가 필요하게 되었다. 산업보호와 집단주의에 의해 증가하는 정부의 역할이 갖는 의미는 시민들의 요구가 사회적 이익을 향상시킬 수 있다는 기대와 연결된다는 측면에서 중요하다.

Abstract

As factors influencing the role of government in the policy agenda setting process, theoretical discussion and empirical analysis were conducted focusing on industrial protection and collectivism. Citizens share the historical experience of government-led developing countries and have an expectation of the government's role in the field of industrial protection. Additionally, the characteristics of South Koreans, who have a strong culture that embraces collectivism compared to the West, are related to the role of government as the agent that pursues and realizes the values of community interests. Based on the theoretical discussion and advanced research, the impact of industry protection and collectivism on the role of government was analyzed empirically by the citizen survey. As the result of the regression analysis, industrial protection and collectivism increased the role of government, and the results remained stable in ordered logit and logit analysis. Additionally, among Asian countries, South Korea has a relatively high recognition of the role of government, industry protection, and collectivism. With the development of civil society and the consolidation of democracy, the establishment of the government-led policy agenda setting necessitates the premise of citizens’ expectations and agreement. The implications of the increasing role of government by industry protection and collectivism are crucial in that the demands of citizens are connected with the expectation that social interests can be improved.
