본 논문은 한국 결사체 거버넌스의 동태적이고 양면적인 면을 살펴보고다. 특히 기존의 지배적인 패러다임이라고 볼 수 있는 국가주의적 시각에 대한 비판으로서 결사체 거버넌스에 있어 국가-사업자단체 사이의 쌍방향적 관계와 경제성과(economic performance)와 관련하여 부정적인 측면에 주목하였다. 한국 결사체 거버넌스는 과거 정부주도의 경제개발과정에서 정부의 직․간접적인 개입에 의하여 형성된 측면이 강하며, 사업자단체가 정부의 특별법에 근거하여 정부의 통제 하에서 정책적 역할을 수행하는 국가조합주의적 제도를 중요한 특징으로 한다. 그러나 한국 결사체 거버넌스는 국가주의적 통제의 측면 뿐 아니라 국가-사업자단체 사이의 교환과 교섭의 관계가 존재하며, 특히 공업발전법의 사례는 국가와 사업자단체의 힘의 관계가 일방적인 국가우위에서 상호의존적인 관계로 변화되었다는 점을 시사하고 있다. 또한 사업자단체 규제개혁정책의 사례에서는 국가조합주의 제도에 있어 국가-사업자단체 관계의 부정적 측면을 조명하고 김대중 정권 하에서 한국의 결사체 거버넌스에 대한 일대 개혁이 시도되었다는 점을 다루고 있다.
Abstract
This paper examines the dynamic nature and double-sided aspect of associative governance in South Korea. Criticizing the dominant statist paradigm, it sheds light on the dynamic nature of state-business interest association relationship in which the power relationship between the two is basically interdependent and changes over time. Also the impact of associative governance on economic performance is double-sided in that associative governance can produce not only growth-oriented networks but also collusive and rent-seeking networks.
