본 연구는 현행 공개경쟁채용 위주의 충원방식으로는, 급변하는 21세기 행정환경과 다양화․복잡화되고 있는 행정수요에 부응하는 유능한 전문 인력을 적시에 정부로 유입하기 어렵다는 점을 전제로, 특별채용제도의 활성화 필요성과 방안을 논의하며, 이를 위해 관련 자료를 검토하고 200여명의 공무원들을 대상으로 설문조사를 실시한다. 본 연구는 이러한 실증조사을 토대로 현행 특별채용제도의 운영실태와 문제점을 진단하고 그 개선방안을 제시한다.
Abstract
The recruitment of civil servants in Korean government based on the traditional open competitive entrance examinations is not effective enough to supply the competent experts in time to the public service needed in the rapidly changing administrative environments of 21 century. This paper discusses the reasons and steps of making the most of non-competitive entrance examinations as an effective way to make up for the limits of existing open competitive examinations. The empirical part of this paper examines the data obtained from the Civil Service Commission, and conducts a survey research to about 200 civil servants[open competitive examinations, recruitment, opening the civil service]
