지역 산업군집 정책에 있어서 지방정부 역할에 관한 비교연구

초록

이 연구는 한국의 산업군집 정책에서 나타난 중앙과 지방정부 간 역할배분의 특징과 문제점을 미국의 경우와 비교론적으로 분석하였다. 이를 위해 첫째, 산업군집 관련 법령에 나타난 중앙과 지방 간 역할 분담과 재정분담을 파악하였다. 둘째, 산업군집 정책의 집행과정에서 나타난 갈등 사례를 분석하여 현행의 중앙과 지방 간 역할 분담이 지닌 문제점을 분석하였다. 그리고 셋째, 한국과 미국의 산업군집 정책을 정부간 관계 및 지방행정의 맥락 속에서 비교 분석하고 중앙과 지방정부 사이에 정책결정 권한과 정책집행 수단이 어떻게 배분될 수 있을 지에 관한 정책적 함의를 파악하였다. 분석 결과, 한국 산업군집 거버넌스는 지방정부 사이의 비협조와 과도한 경쟁, 수직적 업무분담의 애매성에 따른 혼선, 하향적 및 일방적 조정에 따른 기회손실 등의 문제점을 겪고 있는 것으로 나타났다. 그리고 이러한 한계를 극복하기 위해 한국의 경우에도 비록 제한적이지만 TypeⅡ 다층적 거버넌스 설계를 적용할 것을 제안하였다.

Abstract

This study analyzes characteristics of intergovernmental division of labor concerning the governance of regional industrial clusters. Of special interest is a comparison between Korea and U.S. First, it analyzes the laws dealing with industrial clusters to figure out intergovernmental division of labor vis-a-vis their financial commitments. Second, it investigates cases of intergovernmental conflicts that occurred in implementing regional industrial cluster programs in an effort to delineate problems in intergovernmental division of labor. And third, it compares Korea and the U.S. in terms of the forms of governance for industrial clusters. The Korean industrial cluster governance suffers from a lack of cooperation and excessive competition between local governments, the confusion caused by the ambiguity in vertical division of labor, opportunity losses resulted from top-down and one-sided coordinations by the central and regional governments. The study suggests that a Type II multi-level governance approach be partially adopted in conjunction with the already existing Type I multi-level governance to overcome these problems.
