지역개발 및 기피시설 사례로 본 로컬거버넌스 구축 : 지방정치 발전과 연계하여

초록

본격적인 지방자치와 지방정치가 시작되었음에도 불구하고 여전히 관련 이해관계자들의 정책형성과정에 대한 참여는 저조하며 제한적이기도 하다. 이러한 관점에서 로컬거버넌스의 관심과 중요성은 더욱 크다. 본 연구의 목적은 주된 이해관계자들에 대한 탐색이 부족했던 점에 착안하여 이해관계자들에 대한 논의와 더불어 로컬거버넌스 구축과 지방정치 발전을 연계하여 논의하는데 있다. 이를 위해 우선적으로 로컬거버넌스에 대한 논의와 주된 이해관계자들을 파악하고, 로컬거버넌스 구축을 위한 주요 특징과 발전을 위해 필요한 조건 등을 제시하였다. 또한 로컬거버넌스와 지방정치 간의 관계를 조망함과 동시에 로컬거버넌스 형성과 지방정치의 발전을 위한 지방정부와 이해관계자의 역할도 탐색하였다. 이상의 논의를 기초로 하여 지역기피시설 건립과 지역개발사업에서 나타난 갈등사례를 분석하였다. 그리고 로컬거버넌스 논의를 통하여 도출된 특성에 따라 현재 우리나라의 실태를 파악하고, 로컬거버넌스와 지방정치 발전과의 관계를 모색하였다.
