지역발전의 기반구축을 위한 로컬 거버넌스: 울산시 교육연구단지 유치 사례를 중심으로

본 연구에서는 지역발전을 이끌어 나갈 수 있는 지역수준의 혁신체제가 필요함을 논의하고 이러한 지역혁신체제를 구축하고 정책을 이끌어 나가는 데 있어 토대가 되는 로컬 거버넌스의 중요성을 살펴보기 위하여, 울산시의 교육연구단지 유치정책에 대한 사례연구를 통하여 지역혁신체제와 로컬 거 버넌스의 관련성에 대하여 분석하였다. 울산시 교육연구단지 유치사례를 통 하여 지역 혁신 및 발전을 위해서는 로컬 거버넌스의 주요 요인인 이해관 련자들의 참여, 이들 간의 상호협력, 공동학습 및 합의, 그리고 지역문제해 결을 위한 제도적 장치가 필．수적이라는 것이 발견되었다. 즉, 이해관련자 들 간의 상호협력을 통한 공동학습은 합의를 도출할 만한 수준에 이르지 못하였으며, 상호관계의 부족은 의사결정과정에서의 협의 및 합의의 부재로 이어졌다. 협의 과정에서 이해관계자들의 문제해결 노력 역시 찾아보기 힘 들었다. 이러한 상호작용 및 합의의 부족은 지역 내 의사결정시스템의 비효 율성을 유발시켰는데, 이는 협력관계 구축을 위한 로컬 거버넌스의 새로운 접근방식을 불러일으키는 계기가 된다. 또한 상호협력을 위한 제도적 틀의 미약함은 교육연구단지 유치과정 전반의 투명성 문제까지로 연결되고 있었 다. 결론적으로 울산시의 교육연구단지 유치사례는 로컬 거버넌스가 제대로 작동되지 않음으로 인하여 정책결정의 어려움이 발생하였을 뿐만 아니라 지역경쟁력 발전을 위한 체제구축의 지연으로까지 이어졌음을 보여준다.

Abstract

This study is a case study of a location decision of the Ulsan educational and research complex, to explore the importance of local governance in building a regional innovation system as a driving force for regional development. It focuses on the interdependence of a regional innovation system and local governance. This case study shows that active participation of key stakeholders, collaboration, consensus based upon mutual learning, institutional apparatus for collaboration are key components for a local governance system, and the regional innovation system. This study looks for the presence of these key components in the location decision of the Ulsan educational and research complex. The difficulties in the decision-making and further implementation are accounted from the lack of collaboration, which leads to the lack of mutual learning and consensus building. The lack of institutional apparatus for collaboration raises the ethical issues in the decision-making process. The absence of the critical components in the local governance system causes the delay of the decision which is closely related to the development in the region.
