Abstract

This article examines the relationship between quality of citizenship and quality of government at the country level. First, it is found the bivariate relationship between good citizenship and good government varied depending on dimensions of citizenship: the attitudinal and behavioral dimensions were significantly related while the normative dimension was not. Second, it is revealed that after controlling levels of economic development the behavioral dimension had independent effects on quality of government while the normative and attitudinal dimensions none. The more citizens who participate in politics and join voluntary associations a country has, there is more chance that it has government which is effective, law-based and uncorrupt. This finding suggests that good government requires political and social activism more than the passive citizenship of classical liberalism. Overall, the findings show that citizen activism is one of the important determinants for good government and that just institutions themselves may not be sufficient for bringing about good government.
