저소득 고령자의 고용지원은 고용성과를 최우선으로 해야 하는가: 미국의 SCSEP이 노인일자리사업에 주는 함의

본 연구는 저소득 고령자 고용지원정책인 미국의 SCSEP을 통해 우리나라 직접일자리사업 특히, 노인일자리사업의 성과평가 개선방향을 도출하고자 수행하였다. 연구결과 SCSEP는 빈곤정책의 일환으로써 저소득 고령자에게 직업기회를 제공하여 소득을 보충하는 것을 목표로 하였지만 2000년 이후 고용성과를 강조하고 있다. 그러나 저소득 취약계층이 보조금을 받지 않는 일자리로 이행하는 것은 불가능하고 지역사회참여 역시 중요함을 인정하게 된다. 실제 SCSEP의 고용성과는 WIA 프로그램 중 가장 낮지만, 심리사회적 성과는 높게 나타났다. 취업취약계층 특히, 고령자에게 일자리는 경제적 의미 그 이상임을 말해주는 것이다. 우리나라도 직접일자리사업 특히 사회봉사형･복지형 일자리는(노인일자리사업 포함) 사업목표와 성격에 적합한 지표(사회적 성과)를 설계하는 것이 적절할 것으로 판단된다.

Abstract

This study aimed to provide policy alternative for direct job creation program, especially for senior job program in terms of outcome evaluation. The major findings are as follows. Initial SCSEP emphasis was to provide low income seniors with useful work experience at community service agencies and income support as one of poverty policies. However, the OAA Amendments of 2000 expanded the program's purposed to increase participants' economic self-sufficiency. It provided a greater emphasis on placement into unsubsidized employment, namely employment outcome. Recently, Department of Labor recognized the importance of the community service aspect of the SCSEP. Department of Labor is anticipated to propose another SCSEP additional indicator for volunteer work performed after exit from the program, which would further reinforce the Department’'s support for community service and volunteer work. Actually, the employment outcome of SCSEP is the lowest among WIA programs, while social outcome is the highest among them. It means that job opportunities for low income senior workers who have low employment prospects will be more precious than general expectations. Thus, it is desirable to include social outcome's indicator suitable the program's goal and characteristics in direct job program, especially for the kind of welfare-work in Korea.
