자영자 과잉과 서비스업 생산성의 관계, 그리고 문제 해결의 방향

본 글에서는 우리 경제의 구조적 문제점들로 지적되는 자영업자 과잉 문제와 낮은 서비스업 생산성 문제의 관계를 규명하고, 자영업자 과잉 문제 해결을 위한 방향을 제시하였다. 그리고 이 과정에서 통상 해결책으로 제시되는 ‘영세 자영자 숫자를 줄이고 점포를 첨단․대형화해서 생산성을 높여야 한다는 주장이 부적절하다는 점을 명확히 하였다. 이를 위하여 다음과 같은 작업을 수행했다. 첫째, 서비스 산업 생산성의 의미 및 자영업자 규모와의 관계를 논의하였다. 여기서는 서비스 산업은 수요와 경제수준에 의해서 생산성이 좌우되는 측면이 강하다는 것을 강조했다. 둘째, 우리나라의 서비스업 종사자 및 자영업자 규모를 국제비교를 통해 평가했다. 여기서는 영세 자영자 규모를 줄여야 한다면 이들은 어디로 옮겨가야 하는가라는 문제의 답을 찾으려 하였으며, 이를 위해 서비스업의 세부 분야별로 과잉인 분야와 부족인 분야를 분석하고 시사점을 논의했다. 셋째, 한국의 서비스업 종사자 및 자영자 규모 변화를 시계열적으로 살펴보고 향후 규모를 전망하였다. 여기서는 향후 자영자 규모가 감소하기는 하겠지만 감소 규모가 크지는 않을 것으로 전망했다. 넷 째, 앞서의 논의를 바탕으로 과잉 자영자 문제 해결을 위한 방향을 제시했다. 여기서는 결국 해법은 영세 자영자와 비정규직 일자리의 질을 높이는 것이 되어야 함을 강조했다.
Abstract
This paper examines the relationship between excess of self-employed and low productivity of service industry, both of which are often identified as structural problems in Korean economy, and suggests some direction for solving problems related with the excess self-employed. It also clearly verifies that the argument commonly presented as a solution is not proper: 'the number of small-scale self-employed should be reduced, while productivity enhanced through high-tech/extension of stores.' To this end, following tasks are practiced. First, the relationship between the size of self-employed and the implications of productivity in the service industry is discussed. Here, the service industry emphasizes that its productivity is heavily dependent on its demand and level of economy. Second, both sizes of self-employed and practitioners in the service industry are evaluated through international comparisons between them. In this process, it tries to find a solution about where small-scale self-employed persons should go away, if the size of them must be reduced, so excess or deficient sections are analyzed by sub-sectors in the service industry, and some suggestions are discussed. Third, the changes in sizes of self-employed and practitioners in the service industry are examined according to a time series, and then the future size is forecasted. It is expected that while the size of self-employed will be decreased in the future, the degree of it may not be significant. Fourth, several directions for solving the problems of excess self-employed are presented, based on the discussions above. Consequently, it is emphasized that the solution is to enhance the quality of employments of irregulars workers and small-scale self-employed.
