자영업 혼잡률 개념을 이용한 한국 서비스 자영업 분석

초록

본 연구에서는 영세성과 과밀성을 제대로 반영하지 못하는 ‘자영업률’ 개념 대신에 ‘자영업 혼잡률’ 개념을 중심으로 한국 자영업을 분석할 것을 제안한다. 자영업 혼잡률 개념의 타당성을 확인하기 위하여 혁신 유형을 중심으로 한국 서비스업을 분류하고 이를 기초로 패널분석을 실시하였다. 주요 분석결과를 요약하면 다음과 같다. 첫째, 혁신의 잠재성이 높다고 판단되는 중ㆍ고혁신 서비스업종에서 한국은 영세성이 증가하고 있고 이는 이 산업에서의 혁신성만이 아니라 경제적 성과에도 부정적인 영향을 미치고 있다. 따라서 전통적인 서비스업만이 아니라 혁신성이 높은 산업에서도 자영업 혼잡률이 증가하고 있는 것은 한국서비스업의 특징이며 이는 경제적 성과에도 부정적인 영향을 미치는 것으로 나타났다. 둘째, 저혁신 산업의 경우 자영업 혼잡률 증가의 부정적인 영향이 상대적으로 성공한 선도 자영업자들에게서 집중적으로 나타났다. 셋째, 고혁신 산업의 경우는 여타 산업에 비하여 자영업 혼잡률 수준은 낮았으나 자영업 혼잡률 증가의 경제 성과에 대한 부정적인 영향은 가장 높은 것으로 나타났다.

Abstract

This study proposes the “self-employment congestion rate” as an alternative to the “self-employment rate” for studying the Korean self-employment sector. The self-employment rate does not adequately reflect conditions of weakness and overcrowding in the Korean self-employment sector, a shortcoming the self-employment congestion rate addresses. In this study, to demonstrate the value of the self-employment congestion rate in research on the Korean self-employment sector, the authors classified the Korean service sector based on patterns of innovation and performed a panel analysis using these classifications. The major findings of the study are as follows. First, weakness is increasing in Korean mid- and high-innovation service businesses, considered to have high innovative potential, thus negatively impacting economic results, as well as innovation, in these businesses. The Korean service sector is characterized by rising self-employment weakness in highly innovative businesses (not just in traditional service businesses), and this increase negatively impacts economic outcomes. Second, in low-innovation businesses, the negative effects of increasing self-employment congestion are focused on relatively successful self-employed. Third, though the self-employment congestion rate in high-innovation businesses is relatively low, the negative effect of increasing self-employment congestion on economic results in these businesses is higher than in other, lower-innovation businesses.
