전환기적 사회정책과 불평등 해소를 위한 정부의 역할

초록

본 논문은 ‘행정학적 입장’에서 우리나라의 불평등 문제와 대응방안에 대해 고찰하고자 한다. 불평등 심화의 원인이 다차원적인 만큼 대응방안 역시 다층적이어야 하며, 정부의 역할도 규모, 영향력, 역량의 3가지 측면에서 접근할 필요가 있다. 또한 경제성장과 분배와의 관계, 복지국가의 발전과 재편, 정부 역할 및 거버넌스 양식의 변화는 서로 밀접하게 연결되어 있으며, 불평등에 대한 정부정책 역시 이러한 패러다임의 역사적인 전환 속에서 다루어져야 한다. UNRISD의 ‘전환기적 사회정책(transformative social policy)’ 개념에 따르면 사회정책에 대한 체계적이고 통합적인 이해는 재분배와 보장뿐 아니라 생산과 재생산과 같은 주요 정책의제를 포괄하고, 경제정책과의 긴밀한 상호연관성을 고려할 때 가능해진다. 이를 바탕으로 본 논문은 전환기적 사회정책을 공적이전소득, 조세, 고용, 사회투자 등을 포함시키는 불평등 해소전략으로 이해하고자 한다. 아울러 정부의 규모는 ‘저부담-저지출’을 벗어나야하며, 이를 위해 정부의 질 향상은 필수불가결한 요소라 할 수 있다.

Abstract

Viewed from the perspective of public administration, this paper investigates the problem of inequality and countermeasures. As the cause of deepening inequality is multi-dimensional, policy responses should also be multi-layered, and the role of government must be divided and studied from three aspects: size, influence and capacity. In addition, government policies on inequality should be addressed in a historical shift of paradigms such as the relationship between economic growth and distribution, development and reform of welfare states, and the changing role of state and governance. According to the UNRISD’s notion of ‘transformative social policy’, a systematic and integrated understanding of social policy encompasses major policy agenda such as production and reproduction as well as redistribution and protection, and works in tandem with economic policy in pursuit of social and economic goals. Based upon this, transformative social policy may be referred to as overarching and interrelated policy responses that include public income transfer, tax, employment and social investment. The quality of government is indispensable in ensuring that the Korean government migrates beyond a mix of ‘low taxation and low social spending’.
