지방선거는 한국의 군소정당들의 정치적 성장에 기여하는 주된 창구 중 하나로 자리 잡았다. 지방선거의 경우 지방의원 중 일부는 비례대표 제도를 통하여 선출되므로, 군소정당이 선출직 당선자를 획득할 가능성이 적지 않게 존재한다. 이러한 맥락에서 지방선거의 선거전략과 관련하여 주목할 만한 것이 혼합형 선거제도 하에서 나타나는 ‘제도적 상호작용 효과’(institutional interaction effect) 또는 ‘혼성효과’(contamination effect)라고 할 수 있다. 한국의 군소정당들은 이미 지방선거를 정치적 성장의 주요한 기회로 삼고 있으며, 이에 따라 적극적인 후보자 출마 전략을 통하여 비례대표 득표율을 제고함으로써 광역의회 비례대표 의원을 확보하려는 노력을 하는 것으로 보인다. 본 연구는 제7회 지방선거를 대상으로 한국의 지방선거에서 혼성효과가 발견되는지 검토한다.
Abstract
Local elections have become one of the main channels that contribute to the political growth of small political parties in Korea. Some of the local councilors are elected through the proportional representation system, so it is highly probable that candidates from small political parties are elected. In this context, what is noteworthy about the electoral strategy of local elections is the ‘institutional interaction effect’ or ‘contamination effect’ that appears under the mixed election system. Korean small political parties already consider local election as a major opportunity for political growth, and it seems that they are making efforts to raise proportional representation votes by nominating a lot of candidates. This study examines whether contamination effects are found in local elections, specifically in the 7th local elections.
