Abstract

This paper analyzes the effect of a public financial support on firms’ cooperative activities, and attempts to clarify a role of the appropriation of a firm affecting the estimated policy effect. We test the hypothesis by using propensity score matching and regression analysis on data from the two waves of Korean Innovation Survey 2016 and 2018. The result of empirical analysis shows that the government's financial support has a positive effect on the cooperative activities of firms. The fact that 75% of beneficiaries have no or ineffective financial support represents the appropriation plays a key role in reinforcing policy effects, which justifies domestic innovation policies to promote research cooperation by enhancing knowledge spillover effects for companies actively working to protect knowledges.
