Abstract

The purpose of this article is to argue that a risk society, compared to a trust society or polarized society, is better at facilitating large-scale collective action, which is the political foundation of voluntary civic compliance with government non-pharmaceutical interventions policy recommendation, and ultimately successful COVID-19 pandemic policy optimization between health and the economy. Its effect follows the law of diminishing returns, decreasing from ‘crisis politics’ time to ‘normal politics’ time. Descriptive and statistical analyses across advanced industrial democracies and in the case of South Korea over time in terms of national pandemic policy responses, confirm its theoretical expectations.
