사회과학으로서 행정학의 과학성에 대한 논의

현사회과학은 자연과학과 마찬가지로 ‘과학적 지식’을 추구하는 학문인가? 사회과학의 과학성이란 사회현상과 인간존재를 과학적으로 설명할 수 있는 일반적인 이론이나 법칙을 생산해 내야 한다는 의미이다. 그러나 인간이 만들어 내는 사회현상이 자연현상처럼 과학화될 수 있을 만큼 규칙적이고 반복적인 것인지, 그래서 법칙을 발견해 낼 수 있을 것인지가 논쟁의 대상이다. 그러나 사회과학의 과학성을 자연과학의 과학성을 결정하는 기준으로만 판단할 수 없다는 반론이 꾸준히 제기되어 왔다. 따라서 본고에서는 과학성과 과학적 지식이 무엇을 의미하는지에 대한 논의를 단순한 과학관과 복잡한 과학관의 측면에서, 사회적 행위의 본질적 성격을 규정하는 실증주의와 반실증주의의 측면에서, 자연과학과 사회과학의 특성이라는 측면에서 살펴보기로 한다. 이를 위해 사회과학에서 실증주의적 연구경향의 기원과 발전을 사회학의 창시자 콩트와 뒤를 이은 뒤르켕의 주장을 토대로 살펴보고, 실증주의와 반실증주의적 연구경향을 모두 포함하고 있다고 판단되어지는 베버의 방법론, 그리고 베버의 방법론을 비판하고 보완하고자 했던 사회과학적 현상학의 창시자 슈츠의 반실증주의적 주장까지 살펴본다. 그리고 행정학에서 실증주의와 반실증주의 간의 논쟁을 사이먼과 왈도의 논쟁, 김영평과 문태현의 논쟁을 중심으로 살펴보고자 한다. 이러한 논의를 중심으로 행정학에서 지향해야 하는 과학성의 개념에 대해 다시 정의해 보고 해석해 보고자 한다.
Abstract
Social Science is a branch of science that aims to find a scientific knowledge like Natural Science? The concept of 'science' in Social Science means that there is general theories and regular rules which can explain human behaviors or social phenomena scientifically. But because the social phenomena are made by human and human relations in the context of person to person or person to society, it is very hard to find general theories and regular rules. So there has been a dispute about the difference in Social Science's concept of 'science' and Natural Science's concept of 'science'. Positivists insist that there's no difference about concept of 'science' in Social Science compared with Natural Science. But anti-positivists insist that Social Science has a lot of different characteristics compared with Natural Science that we should study Social Science with other various methods different from the method of Natural Science. So, after this study examines the argument between positivism and anti-positivism in Public administration, and then will propose new definition and interpretation about the concept of 'science' in Social Science.
