Abstract

This study examines the impact of job stresson turnover intention amid changes in the social welfare policy environment characterized by an increase in job scope and workload after COVID-19, and the mediation of positive psychological capital in this relationship. In this study, job stress perceived by public officials dedicated to social welfare was reviewed in previous studies and divided into three types: job ambiguity, role conflict, and emotional labor. A survey was conducted targeting public officials in Pocheon-si, Uijeongbu-si, and Namyangju-si, Gyeonggi-do. The effect of stress type and positive psychological capital on turnover intention was verified through PLS structural equation. As a result of the analysis, it was found that job stress, emotional labor, role conflict, and job ambiguity influenced turnover intention and positive psychological capital had a negative influence in the relationship between job stress types and turnover intention. This study presented policy implications on policy measures that can reduce turnover intention and ways to cultivate positive psychological capital.
