신안보 위협과 인도-태평양 지역협력: 한국의 전략을 중심으로

이 논문은 신안보 위협에 대응하는 인도-태평양 지역의 지역협력에 대한 전략과 한국의전략적 선택을 제안해 보는 것이다. 그러한 목적하에서 이 논문은 첫째, 인도-태평양 지역에서의 환경, 보건, 사이버, 에너지 등 주요 신안보 위협의 현황과 그 성격들에 대해 논의하고 이 지역에서의 비전통안보에 대한 지역적 차원의 대응과 최근 QUAD 차원의 대응등 신안보 위협에 대응하는 지역협력의 현황에 대해서 알아보고 둘째, 인도-태평양 지역에서 신안보 위협에 대응하기 위한 지역협력 전략, 그리고 그러한 지역협력에서 한국의 전략을 제시해 보았다. 한국이 중심이 된 협력 메커니즘의 구축 전략에 있어 지역의 주요 국가들의 참여를 확보하기 위한 협력의 원칙, 즉 포용성, 개방성, 투명성 들을 분명히 하는 것이 필요하다. 협력의 구조 면에서는 포괄적인 체계보다는 신안보 이슈별로 소다자 협력 메커니즘을 구축하는 것이 기존의 비전통안보 지역협력 틀과 경험을 활용하는 측면에서 효율성이 높을 것으로 판단된다. 지역협력의 추진전략에 있어서는 기존의 다자 틀을 활용하는 방법보다는 한국이 경쟁력을 가진 이슈에서 한국이 주도하는 새로운 소다자 협력체를 추진하는 것이 더바람직해 보인다. 한국의 신안보 위협 대응 소다자협력 리더십 창출에서 고려할 점은 한국이 주도하는 소다자 지역협력이 가능하기 위해서는 미국 중심의 신안보 위협 지역적 대응과 충돌하지 않으면서도 그것이 가진 문제점과 한계를 극복할 수 있어야 한다. 마지막으로 한국 중심의신안보 위협 대응 지역 메커니즘 구축을 추진할 때 국력의 한계가 있는 한국은 지역 국가들과의 협력적 리더십에 관심을 가져야 한다. 아세안과의 협력적 리더십 혹은 일본, 호주와의 중견국 리더십 등 다양한 협력 리더십의 가능성을 검토해야 할 것이다.
Abstract
The purpose of this paper is to propose a strategy for regional cooperation in the Indo-Pacific region in response to emerging security threats and Korea’s strategic choices. For that purpose, this paper firstly discusses the current status and characteristics of major emerging security threats such as environment, health, cyber, and energy in the Indo-Pacific region. Secondly, we look at the current status of regional cooperation in response to emerging security threats, including responses at the QUAD and ASEAN plus level, and present regional cooperation strategies in the Indo-Pacific region, as well as Korea’s strategy in such regional cooperation. In the strategy of establishing a cooperation mechanism centered on Korea, it is necessary to clarify the principles of cooperation, namely inclusiveness, openness, and transparency, to secure the participation of countries in the region. In terms of the structure of cooperation, it is believed that establishing a minilateral mechanism for each emerging security issue rather than a comprehensive system will be more efficient in terms of utilizing the existing non-traditional security regional cooperation framework and experience. Also it seems more desirable to promote new minilateral mechanism led by Korea on issues where Korea has competitiveness rather than utilizing the existing multilateral framework in the region. Korea-led regional cooperation must be able to overcome problems and limitations of US-led mechanisms without conflicting it in order to be a viable option to address emerging security threats in the region. Lastly, when pursuing Korea’s leadership to respond to emerging security threats, we need to consider the limitation of national power of Korea. We need to examine the possibility of various cooperative leadership, such as cooperative leadership with ASEAN or middle power leadership with Japan and Australia.
