본 논문은 수원국의 거버넌스(Governance)와 ODA 수준의 연관성을 검증하고 영향 정도를 실증적으로 분석하는 것을 목적으로 한다. 6개의 거버넌스 지표와 OECD DAC의 28개 회원국들이 2000년부터 2015년까지 148개 개발도상국에 원조한 ODA 자금 흐름을 실증분석의 대상으로 설정하였다. 분석 결과, 수원국의 거버넌스가 우수할수록 ODA를 받는 규모는 감소하는 것으로 나타났다. 이러한 결과는 수원국의 거버넌스와 관련하여 공여국의 ODA 배분이 선택적 편의를 가진다는 가설을 기각할 수 있음을 보여준다. 수원국의 거버넌스와 공여국의 ODA 배분이 갖는 이러한 부(-)의 관계는 비록 원조 효과성에 대한 쟁점이 있다 하더라도 수원국의 빈곤 감소라는 목적에 충실하게 ODA가 배분되었음을 추론하게 한다. 또한 ‘수원국의 필요 정도’를 나타내는 1인당 GDP 변수는 ODA 수준에 부(-)의 효과를 유발시키고, ‘공여국의 필요 정도’를 나타내는 경제규모와 무역규모는 ODA에 대해 모두 정(+)의 효과를 가져오는 것으로 검증되었다. 수원국과 공여국 사이의 거리변수는 모든 추정 모형에서 부(-)의 효과를 보임으로써 수원국은 공여국과 거리가 가까울수록 ODA 유입의 가능성이 높은 것으로 나타났다. 공여국에 대한 수원국의 식민지 피지배 경험과 언어 공유는 ODA 유입을 증가시키며, 수원국이 내륙 국가일 경우 ODA가 더 많이 유입되는 경향이 있는 것으로 분석되었다.
Abstract
This paper aims to investigate how the governance in recipient countries play a role on the official development assistance(ODA). We test whether or not ODA donor countries tend to select the recipient countries with good governance. For this purpose, we employ the governance index using the ODA data from 28 OECD DAC donor countries to the 148 recipient countries from 2000 to 2015. This study found that the governance has had a negative effect on ODA to the recipient countries. It implies that the hypothesis of so-called “selectivity” of ODA regarding governance could not be supported. We could conjecture that ODA has been distributed on its original purpose to reduce severe poverty in recipient countries. GDP per capita representing the needs of recipient countries, has a negative effect on ODA. And the GDP and trade volume as a ratio of GDP, representing ‘the interest of donor countries’, positively impact on the change of ODA. The distance variable between the donor and recipient countries showed a negative impact on the ODA in all estimation models. Finally, for dummy variables, the colonial experience, language tie has positive effects on attracting ODA and the landlocked countries have more receiving ODA from donor countries.
