복지국가의 확대 및 발전을 위해서는 국민의 정치적 지지가 필수적이며 복지에 대한 긍정적 인식 및 태도는 정치적 지지의 중요한 기반이 된다. 복지태도의 형성, 균열 구조 및영향 요인에 대한 다양한 연구가 축적되었는데, 본 연구는 복지태도 관련 기존의 연구를확장하여 사회자본의 역할에 주목한다. 복지수급 경험과 복지태도의 관계를 사회자본이 매개하는지, 사회자본의 하위 차원에 따라 이러한 관계가 어떻게 달라지는지 실증적으로 분석하였다. 분석 결과 복지수급 경험이 복지 확대를 위한 증세 태도에 긍정적 영향을 미치는 것으로 나타났고, 사회자본의 유의미한 매개효과 역시 일정 부분 확인되었다. 특히 제도 신뢰, 일반 신뢰, 호혜 규범, 네트워크 등 사회자본의 하위 차원 중 제도 신뢰와 일반 신뢰를 포함한 신뢰의 역할이 중요한 것으로 나타났다. 이상의 주요 분석 결과를 바탕으로 이론적, 정책적 함의를 제시하였다.
Abstract
Welfare attitudes are a crucial basis of welfare politics for the expansion and development of welfare states, and various studies have accumulated on the formation and influencing factors of welfare attitudes. This study extends the current literature on welfare attitudes by focusing on the role of social capital. At an exploratory level, this study empirically analyzed how social capital mediates the relationship between welfare receipt experience and welfare attitudes, and how this relationship varies across sub-dimensions of social capital. The main findings showed a positive relationship between welfare receipt experience and attitudes toward tax increases to expand welfare, with some significant mediating effects of social capital. In particular, we found that this relationship may vary depending on the sub-dimensions of social capital. Based on these findings, several theoretical and policy implications were further discussed.
