통일의식 제고를 위한 대학교육 방향

본 논문은 대학통일교육이 행해지는 구조적인 형태가 한국사회의 구조적 측면인 신자유주의의 확산이라는 프레임에서 형해화될 수밖에 없는 구조를 분석하고, 이를 토대로 대학통일교육이 통일교육과 정합하기 위한 필요충분조건이 무엇인지를 모색하고 나아가 바람직한 대학통일교육의 프레임을 구축하고자 한다. 대학교육은 정치적인 이데올로기의 교화내지 교조화를 방지하고 바람직한 미래상을 추구해야 하지만 대한민국에서의 대학교육은 아쉽게도 정권과 기득권의 이해관계에 따라서 그 틀이 형해화되었고 현재도 그러한 흐름에서 크게 벗어나지 못하고 있다. 특히 대학통일교육은 통일담론의 당위성의 강조라는 한계와 기능인화하는 대학의 구조적인 한계를 극복하여, 한국사회의 긍정적인 개조에 필요한 틀을 모색하고자 한다. 대학에서 통일교육과 민주시민교육은 구성원들이 정치체제의 효율성 제고 및 정당성의 확보, 사회적 통합기능담당, 민주적 정치발전을 위한 차세대 민주시민의 양성 기능이라는 점에서 강조된다. 그러나 현재 한국대학은 취업과 단순 지식연마에만 집중되어 있다면 이러한 기능적인 요구에 부응할 수 있는 교육환경과는 거리가 멀다. 본 논문에서는 한국사회의 통치방식이 구성원들을 억압하고 배제시켰던 지배방식이 아닌 신뢰구축과 소통을 통해 갈등을 처리함으로써 실질적 민주주의를 발전시키는 방식으로 전환해야 한다고 전제하면서, 대학통일교육은 계몽이 아닌 자기주도적 인식의 확장 차원에서 접근되어야 한다고 본다. 그리고 앞으로의 대학통일교육은 타자를 승인하지 않고 다름을 인정하지 않는 방식, 동일성과 설득을 통해 일방적 교육을 시도하는 방식에서 탈피하고 ‘통치’(government)행위가 아닌 탈근대사회의 포괄적 ‘협치’(governance)방식이 확산되는 과정으로 전환되어야 한다고 본다.
Abstract
This paper has analyzed how university education on unification had to be formalized under the prevalence of neo-liberalism, which is a structural aspect of the Korean society. Through this analysis, the paper hopes to obtain a healthy framework in which university education can seek necessary and sufficient conditions for education on unification. While university education must prevent indoctrination of political ideologies and strive for desirable agendas, the education has unfortunately become formalized according to the ruling party and vested interests. Such formalization has continued to this day. Thus, the paper points out the structural limitation imposed by university education which focuses on functionality, as well as neo-classical discourse, devises to overcome the lack of appropriateness of abstract discourse on unification under the current education paradigm. Civil education and unification education in universities in Korea are emphasized because they enhance the efficiency of, and obtains legitimacy for, the political system. Also, such education integrates the society and prepares next generation of civil citizens for developed democracy. However, such functional needs cannot be met under the current educational environment which concentrates solely on career development and simple transfer of knowledge. Perhaps the root of the current problem is structural, in that unification issue has become externalized on specific values. However, we can also specify other roots of the problem, namely that South Korea is a trade-oriented country and that certain groups have privatized social values and norms. This paper argues that the Korean society should break away from oppresive and exclusive dominance on constituents and that it should rather learn how to resolve conflicts through trust and communication, in order to achieve substantial democracy. Simultaneously, university education on unification should take epistemological approach the subject, not that of enlightenment. Furthermore, it should do away with emphasis on homogeneity which entails persuasion instead of acceptance of others. Lastly, unification education should convert tnself from a "government" activity to the post-modern, more comprehensive "governance" process.
