Abstract

This study analyzes the structural impact of the rapidly deepening military cooperation between North Korea and Russia - intensified after Russia’s 2022 invasion of Ukraine - on the international security order shaped by the war. In response to Western sanctions and a shortage of military supplies, Russia has strengthened its strategic partnership with North Korea, while North Korea is attempting to secure military technology and break out of its international isolation through this cooperation. Previous studies have often interpreted North Korea-Russia cooperation as either a reflection of shifting strategic dynamics in Northeast Asia or a temporary tactical alignment. However, the fact that their cooperation structurally involves a third-party war marks it as an exceptional and significant security phenomenon. Moreover, despite its expansion into advanced military technology domains - such as reconnaissance satellites, missiles, and cyber warfare - there is still a lack of systematic analysis of its broader geopolitical implications. Therefore, a more precise examination of the nature and consequences of this military cooperation is required. Grounded in realist international relations theory - particularly the concepts of the security dilemma and arms racing - this study reveals that North Korea-Russia military cooperation not only enhances wartime capabilities but also contributes to a regional arms race in Northeast Asia, strengthens South Korea-U.S.-Japan security cooperation, and weakens the effectiveness of international sanctions regimes. This cooperation thus goes beyond bilateral engagement and is assessed as a critical case that influences global power balances and geopolitical interlinkages.
