Abstract
The deployment of North Korean troops in the Russia-Ukraine war represents a notable shift in the geopolitical landscape, with direct implications for both the security dynamics on the Korean Peninsula and the broader international order. Of particular concern is the possibility that North Korean forces may gain access to advanced modern warfare techniques, including electronic and cyber warfare, as well as psychological and informational operations, through their collaboration with Russian forces. These developments present new challenges to the Republic of Korea's military, particularly in terms of operational readiness and the mental resilience of its soldiers. This study examines how the evolving capabilities of North Korean forces may affect the psychological and operational stability of South Korean troops and identifies strategic measures to counteract these risks. The findings suggest that North Korea’s expanded combat experience and strengthened capabilities in psychological and informational warfare could exacerbate the psychological burden on South Korean service members, complicating battlefield dynamics and undermining morale. In response, the study emphasizes the need for comprehensive psychological defense strategies, including the development of institutional mechanisms to detect, manage, and neutralize psychological threats. Moreover, the research highlights the importance of reinforcing educational programs that enhance organizational culture, instill combat motivation, and build psychological durability across all ranks. These internal measures must be complemented by external strategies, such as reinforcing the ROK–US alliance and advancing multilateral diplomacy, to bolster regional solidarity and project a unified front against emerging threats. Ultimately, the study advocates for an integrated approach to strengthening mental resilience in the face of evolving North Korean military strategies. This includes the development of psychological and informational warfare response systems, the expansion of training programs focused on morale and endurance, and intensified international cooperation aimed at reinforcing collective defense and regional stability. Together, these measures will equip the South Korean military to maintain robust psychological readiness and operational effectiveness in the face of a more sophisticated and strategically adaptive North Korean threat.
