우리나라 남·북극 기본계획 통합방안과 평가

초록

우리나라의 북극정책은 2013년 북극이사회 옵서버 가입 후속으로 수립된 북극정책기본계획(2013~2017)과 북극활동진흥기본계획(2018~2022)이 대표한다면, 남극정책은 이보다 훨씬 앞선다. 우리나라의 남극정책이라 할 수 있는 5년 단위 ‘남극연구활동진흥기본계획’은 지난 2004년 제정된 남극활동및환경보호에관한법률에 의거 2006년에 1차 계획이 수립된 후 현재까지 총 3차에 걸쳐 수립되었다. 따라서 제1차 남극연구활동진흥기본계획(2007~2011)이 북극정책기본계획보다 7년 앞서 수립된 셈이다. 이 남극기본계획이 수립된 배경에는, 북극만을 대상으로 한 국제규범은 아직도 미형성된 반면, 1959년 남극조약이 체결되었고, 우리나라도 1970년대부터 남극활동을 시작하여 남극활동의 범위가 점차 확대되면서 국제규범에 부합하는 법적 기반이 필요했기 때문이다. 우리나라는 1970년대 남극에 크릴시험 조사선 파견을 시작으로 1986년 남극조약 가입, 1988년 남극세종과학기지 건설을 기점으로 남극 연구활동을 본격화하였다. 또한 1998년 남극환경의 포괄적인 보호를 위한 마드리드의정서가 발효되면서 같은 해에 우리나라도 동 의정서에 가입하는 등 남극을 관할하는 국제규범 준수 및 이행의 일환으로 국내 남극법률 제정과 이에 기반한 기본계획이 수립되었다. 한편, 안상수 국회의원 대표발의로 2016년 국회에 제출되어 국회에 계류 중인 극지활동 진흥법(안)의 제6조는 남북극을 통합한 극지활동진흥기본계획 수립을 명시하고 있고, 정부가 2018년 수립한 북극활동진흥기본계획에서도 국내 역량강화를 위해 남극과 북극 별도로 수립되고 있는 기본계획을 통합한 ‘극지 종합계획’ 수립을 포함시켰으며, 또한 해수부가 2018년 발표한 ‘2050 극지비전’에는 우리나라의 남북극 통합 장기극지정책 청사진이 담겨 있다. 이처럼 정부의 남북극 기본계획 통합추진 노력이 본격화된 상황에서, 본 연구는 우리나라 남극정책 출범 역사와 현황을 기존 연구를 통해 살펴보고, 북극정책 현황과 비교분석을 하였다. 이어 남북극의 기본계획 구조와 내용을 비교분석하여, 세 가지 방식으로 통합방안을 제시한 후 시사점을 제시했다. 분석 결과, 과학분야에서는 남북극 통합에 따른 시너지가 창출되나 나머지 분야에서는 북극중심의 내용으로 기술되어 비대칭 형태를 갖고, 통합 경제활동 계획은 자칫 남극에서 경제활동 강화라는 오해를 국제사회에서 줄 수 있다는 우려가 있어 통합 시 충분한 검토가 필요하다.

Abstract

The ministry of Oceans and Fisheries stated ‘2050 Polar Vision’ as an long-term blueprint for the Korean polar policy last December and the National Assembly is preparing to enact the law for promotion of the activities in polar region. These governmental actions includes integration of ‘Korea’s Arctic policy Masterplan’(Arctic Masterplan) and ‘A Masterplan for promotion of research activities in Antarctica’(Antarctic Masterplan) based on ‘Act on Activities in the Antarctic Area and the protection of Antarctic Environment’ enacted in 2004, which established every 5 years. So, this study reviewed the process of formation of Antarctic regimes including the Antarctic Treaties, and analyzed the Korea’s domestic legislation & Antarctic policies which were linked with international Antarctic regimes. Especially Korean government has setup from the 1st Antarctic Masterplan (2007~2011) to the 3rd masterplan (2017~2021) that included detailed actionplans. The study applied the ‘Korea’s Arctic policy model’, which was developed by Dr. SEO Hyunkyo (2019), to categorizing the detailed actionplans of the 3rd Antarctic masterplans (2017-2021: the newest) for the sake of integrating ‘Arctic masterplan’ and ‘Antarctic masterplan’. And as the next step, the study combined it with items of the relevant actionplans of 2nd Arctic Masterplan (2018-2022: the newest). In the same way, the study classified ‘actionplans of the 2nd Arctic Masterplan’ and ‘the actionplans of the 3rd Antarctic Masterplan’ by 7 policy strategies of the ‘2050 polar vision’, and combined classified each actionplan of Arctic masterplan and of Antarctic Masterplan. Lastly based on the result of three kinds of integrative way (① ‘Korean Arctic Policy Model’, ② ‘2050 polar vision’, ③ ‘Polar 20 agenda’) between Arctic Masterplan and Antarctic Masterplan, the study drew implications and suggested the ideas and ways for the combination of Arctic Masterplan and Antarctic Masterplan to the Korean government.
