한국의 북극협력 네트워크 강화방안 분석과 정책적 시사점

초록

우리나라는 2013년 5월 북극이사회(Arctic Council) 정식옵서버가 되면서, 같은 해 12월 정부는 ‘북극정책기본계획’을 수립하였다. 이 기본계획에는 국내 북극연구 관련 기관 간 협의체 역할을 할 ‘북극연구컨소시엄’ 구축이 세부 시행계획에 포함되었고, 이를 기반으로 2015년 해당 컨소시엄이 정식 출범했다. 이후, 사무국이 설치된 극지연구소 지원으로 다양한 사업을 수행하면서 한국의 대표적인 북극 산‧학‧연‧관 협력 네트워크로 자리잡았다. 특히 국내 글로벌 조선 3사를 비롯한 회원 수 증대와 다양한 사업 주관은 물론, 국제 네트워크와도 협력을 구축하는 등 활동범위를 확장해가고 있다. 본 연구는 이러한 KoARC을 중심으로 한 한국의 북극협력 네트워크 발전방안을 모색하고자 하였다. 서론에서 국내 북극 네트워크 관련 기존문헌을 검토한 후, 국내 북극연구 네트워크의 중심역할을 하고 있는 컨소시엄 활동 연혁에 대해 분석하였다. 그리고 본론에서 KoARC 발전방안 도출에 대한 탑다운 접근법으로 국내외 사례를 검토하고, KoARC과 비교분석을 한 후, 바텀업 접근법의 일환으로 KoARC 회원기관 대상 설문조사 결과를 기반으로 발전방안을 도출하였다. 그리고, 탑다운과 바텀업 접근법의 상호 조화를 통한 발전방안을 도출한 후, 결론에서 우리나라 북극협력 네트워크 발전방안을 위한 시사점 도출 및 정책 제언을 하였다.

Abstract

Korea became an observer of the Arctic Council in May 2013, and in December of the same year, the government established the ‘the 1st Arctic Policy Master Plan. This Master plan included, as the detailed implementation plan, the establishment of an ‘Arctic Research Consortium’ that would serve as a consultative body among domestic Arctic research-related institutions, and based on this, the consortium, named KoARC (Korea Arctic Research Consortium) was officially launched in 2015. Since then, KoARC has established itself as Korea's representative Arctic industry-academia-research-government cooperation network by carrying out various projects under the support of the Korea Polar Research Institute, the secretariat. In particular, the scope of activities is expanding by increasing the number of members, including the three domestic global shipbuilding companies, and organizing various projects as well as establishing cooperation with international networks (Arctic Economic Council). This study sought to explore ways to develop Korea's Arctic cooperation network, focusing on KoARC. In the introduction, the existing literatures related to the domestic Arctic network were reviewed, and then the history of KoARC's activities was analyzed. And in the main text, domestic and overseas cases using a top-down approach to deriving development plans for KoARC were reviewed, and comparative analysis with KoARC was conducted. And then development plans based on the results of a questionnaire-survey targeting on KoARC member institutions using a bottom-up approach was derived. After deriving a development plan that pursues harmony with the results of these top-down and bottom-up approach, implications and policy recommendations were presented in the conclusion.
