스발바르조약 100주년의 함의와 북극권 안보협력의 과제

본 연구의 목적은 스발바르조약의 내용을 살펴보고, 1994년에 발효된 UN해양법협약(United Nations Convention on th Law of the Sea: UNCLOS)에서 스발바르조약의 적용에 대한 국제사회의 쟁점과 각국 입장, 스발바르조약 100주년이 갖는 함의, 그리고 스발바르군도를 포함한 북극권의 안보협력 가능성에 대해 거버넌스(governance)나 레짐(regime)과 같은 지속가능한 조직화로 고찰하는데 있다. 2020년 올해는 스발바르조약이 체결된 지 100주년이 되는 해이다. 스발바르조약 100주년에 즈음하여 해결해야 할 몇 가지 쟁점과 기후변화로 인한 해빙으로 과제는 남아 있으나, 조약이 스발바르군도를 포함한 북극권 안보협력에 주는 함의는 100년간 전략적 요충지인 스발바르군도의 평화 지킴이로서의 역할을 했다. 북극권의 국가들은 변화하는 북극환경과 증가하는 재난의 위협속에서 더 이상 갈등만을 고집하지 않고 협력의 기회를 찾고 있다. 스발바르조약에 가입한 46개 국가는 북극국가와 비북극국가로 나뉘어져 있다. 이들 국가는 느슨한 형태의 레짐(regime) 구조를 갖고 이는 북극권의 안보협력에 영향을 미치고 있다. 하지만 형성된 안보레짐이 시간이 지남에 따라 레짐을 단속하는 데에서가 아니라, 회원국들이 인식하고 있는 레짐의 궁극적인 목표 사이에서 괴리가 생겨남에 따라 문제가 발생하는 것이다. 따라서 지속적으로 협력체를 관리해야 할 것이다.
Abstract
This study examines the contents of the Svalbard Treaty, and the issues of the international community on the application of the Svalbard Treaty in the United Nations Convention on the Law of the Sea (UNCLOS), which entered into force in 1994, and the position of each country, Svalbard. The implications of the 100th anniversary of the Svalbard Treaty and the possibility of security cooperation in the Arctic Circle, including the Archipelago of Svalbard, will be considered through sustainable organization such as governance and regime. 2020 marks the 100th anniversary of the conclusion of the Treaty of Svalbard. Around the 100th anniversary of the Treaty of Svalbard, some issues to be resolved and challenges due to the sea ice caused by climate change remain, but the implications of the treaty for security cooperation in the Arctic Circle, are the strategic points of the Archipelago Svalbard for 100 years. It was said to have played a role as a peacekeeper. Countries in the Arctic Circle are no longer insisting on conflict amid the changing Arctic environment and the increasing threat of disaster, and are looking for opportunities for cooperation. The countries that have joined the Svalbard Treaty are divided into Arctic and non-Arctic countries. These countries have a loose regime, which is affecting security cooperation in the Arctic Circle. However, the problem arises as a gap arises between the ultimate goals of the regime as recognized by member states, rather than the security regime that has been formed to crack down on the regime over time. Therefore, it will be necessary to continuously manage the partnership.
