본 연구는 미러관계에서 양국의 외교결정권자들의 외교인식 분석을 통해 미러 관계를 평가하고, 전망하는 것을 목적으로 한다. 특히 이 글은 VICS 기법을 통한 운영코드 분석을 미국의 외교결정권자 바이든과 블링컨의 스크립트로 분석했고, 러시아의 경우 푸틴과 라브로프의 스크립트를 분석했다. 분석결과 미국의 외교결정권자들은 러시아에 대해 비교적 혼합적인 이미지를 가지고 있지만, 낮은 수준으로 협력적 외교인식을 가지고 있는 것으로 분석됐다. 그리고 러시아 외교결정권자들은 미국에 대해 긍정적인 이미지와 협력적인 외교인식을 내포하고 있는 것으로 판단된다. 결국, 미국과 러시아는 국제안보, 코로나 문제 등 협력해야 할 사항들이 여전히 남아있다고 판단하고 있기 때문에 특정 현안에 대한 미·러 협력이 가능할 것으로 예측된다.
Abstract
The purpose of this study is to evaluate and forecast the mirror relationship through the analysis of diplomatic perceptions of the diplomatic decision makers of both countries. In particular, this study analyzed the operating code through the VICS technique by analyzing US diplomatic decision makers Biden and Blinken, and in the case of Russia, Putin and Ravrov. As a result of the analysis, the US diplomatic decision makers have a relatively negative image of Russia, but it is analyzed that they have a low level of cooperative diplomatic awareness. And it is judged that Russian diplomatic decision makers have a positive image and cooperative diplomatic awareness toward the United States. In the end, the United States and Russia are expected to continue reciprocal diplomatic relations as there are still issues to cooperate with, such as international security and corona issues.
