이 글의 목적은 미러 관계의 개선전망을 평가하는 것이다. 구소련 붕괴 이후 수십 년간 미국의 대통령은 언제나 취임 초에는 러시아와의 관계개선을 추진하였기 때문에, 트럼프 대통령도 그러한 행동양식을 되풀이 할 가능성이 높다. 하지만 트럼프의 대러 협력정책은 과거 미 행정부의 사례와 달리 지속가능할 것인가? 이 글은 그러한 질문에 대한 해답을 찾고자 노력하였다. 미러 간의 관계개선이 얼마나 지속가능할 것인지를 분석하기 위해 트럼프 대러 정책을 동기, 소통방식, 규범성이라는 세 가지 분석기준을 가지고 검토하였고, 아래와 같은 결과를 도출하였다. 첫째, 미 행정부의 외교정책을 결정하는 두 가지 양극적 요인이라고 할 수 있는 가치와 이익 중에서 트럼프는 명백하게 이익을 중시한다. 그는 비즈니스 마인드를 가지고 외교정책을 추진하려는 태도를 보이고 있다. 따라서 실용적 관점에서 공동의 이익이 지속되는 한, 러시아와 협력관계를 장기적으로 유지할 가능성이 높다. 둘째, 소통방식에서 트럼프는 푸틴과 문화적 차이가 비교적 작은 것으로 보인다. 개인적 성향에서 많은 유사성을 보이고 있다. 다만, 자기주장이 강하고 공격적이라는 공통점 때문에 서로 충돌할 경우 오히려 최악으로 치달을 수 있는 문제점이 있다. 셋째, 트럼프 대통령이 기존의 국제질서 규범을 무시하는 행태는 러시아와의 관계에 긍정적으로 작용할 것이다. 트럼프의 고립주의 정책은 향후 미국이 국제분쟁에 덜 관여한다는 것을 의미하고 러시아와 충돌할 가능성이 낮아진다는 것을 말한다.
Abstract
This article aims to evaluate the improvement prospects of US-Russia relations. During the last decades after the collapse of the Soviet Union, all the US presidents started improving relations with Russia. President Trump is likely to repeat such behavior. But will Trump's policy of cooperating with the US be sustainable unlike the past US administrations? This article sought to find answers to such questions. To analyze the sustainability of future US-Russia relationship, this study examined the Trump’s Russia policy with three criteria: motivation, communication style, and norms. The results are as follows. First, the interests and values generally determine the US administration's foreign policy. Trump clearly stresses interests. He has an attitude of pursuing foreign policy with a business mind. Therefore, as long as the common interests exists, it is highly likely for him to maintain cooperation with Russia in the long run. Second, regarding communication style, the cultural difference between Trump and Putin seems not huge. They show many similarities in personality. However, because they are assertive and aggressive, any conflicts between them could raise fatal consequences. Third, President Trump ignores the existing international norms and this behavior will have a positive impact on his relations with Russia. His isolationist policy will make the United States less involved in international conflicts and less conflictual with Russia.
