이 논문은 지구온난화의 가속화에 따른 북극의 변화를 고찰하는 연구로써 북극항로를 중심으로 살펴볼 것이다. 21세기 들어 전 지구적 차원의 기후변화, 즉 기후 온난화로 인한 기후위기가 인류의 미래를 위협할 정도로 급격히 진행되고 있다. 인간사회가 내뿜는 탄소배출이 주요 원인으로 지목되고 있다. 주지하는 바와 같이 산업혁명 이후 과학 발전으로 인한 인간사회의 활동이 활발해지면서 기후위기의 가장 근본적인 문제는 과학의 발전으로 인한 경제적 성장임을 지적할 수 있다. 경제성장으로 인한 기후위기는 생태학적 관점에서 탄소 경제가 주요인이다. 탄소 경제의 영향은 지구의 남북 끝자락에 있는 극지방에 큰 변화를 촉진하고 있는데, 특히 석유, 가스 등 방대한 지하자원이 매장되어 있는 북극의 기후변화는 새로운 기회와 가능성을 열어주고 있다. 반면, 전 지구적 차원의 도전적인 과제도 동시에 촉발되고 있음을 지적한다. 이는 지구온난화 가속화에 따른 북극 지역의 항로(북극항로)와 자원에 대한 새로운 기회가 열리고 있는 것에서 기인한다고 할 수 있으며, 한층 더 심화하여 정치, 군사·안보로 확대되는 등 북극의 이해 당사국 간에 새로운 기회를 확보하기 위한 치열한 물밑 경쟁과 투기로도 촉발되고 있다. 따라서 지구온난화의 가속화 흐름 하에 미래의 마지막 보고로 인식되고 있는 북극 공간을 중심으로 한 국제적 관심 분야인 북극항로를 살펴보면서, 북극항로 개발의 촉진 이유라 할 수 있는 자원 개발이 21세기의 新글로벌 물류수송 루트 확보라는 가능성을 열어줄 수 있는지에 대한 잠재적 가치를 종합적으로 분석을 시도하여 그 의의를 살펴 본다는데 목적을 둔다.
Abstract
This paper examines the changes in the Arctic due to the acceleration of global warming, focusing on the Arctic shipping route. In the 21st century, global climate change, or climate crisis due to climate warming, is rapidly progressing to the point of threatening the future of humanity. Carbon emissions emitted by human society are pointed out as the main cause. As is well known, since the Industrial Revolution, as human society has become more active due to scientific development, the most fundamental problem of the climate crisis can be pointed out as economic growth due to scientific development. From an ecological perspective, the carbon economy is the main factor in the climate crisis due to economic growth. The impact of the carbon economy is promoting great changes in the polar regions located at the southern and northern ends of the Earth, and in particular, climate change in the Arctic, where vast underground resources such as oil and gas are buried, is opening up new opportunities and possibilities. On the other hand, it is pointed out that challenging tasks on a global scale are also being triggered at the same time. This can be attributed to the opening of new opportunities for Arctic shipping routes (Arctic shipping routes) and resources due to the acceleration of global warming, and further intensifying and expanding to politics, military, and security, fierce underground competition and speculation are being triggered among the interested parties in the Arctic to secure new opportunities. Therefore, the purpose of this study is to examine the Northern Sea Route, an area of international interest centered on the Arctic space, which is recognized as the final report of the future under the trend of accelerating global warming, and to comprehensively analyze the potential value of whether resource development, which can be said to be the reason for promoting the development of the Northern Sea Route, can open the possibility of securing a new global logistics transport route in the 21st century, and to examine its significance.
